A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO JERRY BURGESS OF THE ORANGE POLICE
DEPARTMENT FOR 34 YEARS OF LOYAL AND
DEDICATED SERVICE.
WHEREAS, in 1968 Jerry Burgess became a Police Explorer in the Orange Police
Department's Post #266. While attending Orange High School, Jerry enrolled in the
Introduction to Law Enforcement class instructed by Sgt. Harry Curtner. Upon graduation
from Orange High School in 1972, Jerry was accepted into the Orange Police Department's
first 10-week Student/Cadet program and was assigned as thedepartment's statistician;
and WHEREAS, Jerry began his career with the Orange Police Department on July
1,1975, as a police officer and attended the Los Angeles Police Academy, Class #
775.Assigned to the Patrol Division, Jerry was a crime scene investigator and field
training officer. Jerry was commended for his professionalism and for giving new officers
insight into basic patrol tactics. HisC.S.I. investigations were very thorough and
detectives commended him for his concise and logical investigations;
and WHEREAS, while working undercover in the Burglary Suppression Unit, it was
not uncommon for Jerry's fellow graveyard officers to catch him waving at them from the
cargo cars of passing trains. He was often seen on roof tops or atop telephone poles
overlooking the city to apprehend criminals;
and WHEREAS, Jerry was promoted to Master Police Officer in 1984 wriere
he continued his patrol duties. In 1987, Jerry was transferred to the Administrative
Services Division where he supervised the Crime Prevention Unit. Jerry's expertise
and resourcefulness made for a smooth transition. He was again assigned to the
Administrative Services Division in 1995 as the Facility Manager and Vehicle Fleet Coordinator.
He acquired a degree of expertise in every facet and function of the building. His
knowledge spanned from the building access system to GIS mapping and everything in between;
and WHEREAS, during Jerry's career he has received several commendations
and service recognition awards. In 1985 his peers voted him "Police Officer of the Year."
In 1985 and 2002 he was selected as "Employee of the Quarter" and in 1996 he received
the Medal of Merit." In 2000, he was awarded the Masonic Award for "Community
Service".He has also competed in the Police Olympics for 16 years, participating in various
cycling events, and has won numerous medals and awards, including 6 gold medals, 4 silver and
7 bronze;
and WHEREAS, Jerry serves the community in which he lives by volunteering with
the Corona Police Department as an amateur radio operator. In 1999, Jerry received the
Corona Police Department's PRIDE award for being an outstanding volunteer and for his
dedication and leadership;
WHEREAS, a quote from one of Jerry's evaluations states, "Jerry is known to be a
jack of all trades....the go to guy." He is an extraordinary, thorough, and amulti-
talented employee who has a great deal of energy. He has been a tremendous asset to the
Orange Police Department, the city and its citizens. He is a one-of-a-kind guy
who
cannot be easily replaced.NOW, THEREFORE, BE IT RESOLVED, that the City Council,
on behalf of the employees and citizens of the City of Orange, hereby expresses
appreciation to Jerry Burgess for his 34 years of loyal and dedicated service to the Orange Police
Department and the City of Orange community, and wish him much happiness and
success in his future.ADOPTED the 11th
