A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO F. HOWARD MORRIS OF THE COMMUNITY
SERVICES DEPARTMENT AND COMMENDING
HIM FOR MORE THAN 20 YEARS OF LOYAL AND
DEDICATED SERVICE.
WHEREAS, Howard Morris began his career with the City of Orange on July 31,
1989 as a Landscape Inspector/Coordinator in the Community Services Department; and
WHEREAS, in 1995, due to his outstanding performance and commendations,
Howard was promoted to Assessment District Coordinator; and reclassified in 2006 to Senior
Landscape District Coordinator; and
WHEREAS, Howard has consistently produced high-quality landscape work.
His extensive knowledge and experience allowed him to conduct inspections and
coordinate landscape services on assessment district property, as well as all City property.
Howard always worked diligently and strived to treat co-workers, contractors and City
of Orange residents fairly, courteously and with respect. He answered questions, helped
to resolve issues, provided valuable suggestions and made sure all codes and standards
were complied with. He is a team player, a self starter, and most importantly, he meets his
deadlines; and WHEREAS, Howard has received numerous commendations, praises
and thank you's for jobs well done from his co-workers, supervisors,
superintendents, managers and directors in his own department and from other City departments, along with
members of
the community; and WHEREAS, Howard's customer service skills are excellent as he often has
to be the bearer of unpopular news to members of the public regarding landscape
standards for their projects or tree removal issues; yet, he is able to work with the customers and
make them feel as though they have received great consideration and attention -because they
have; and he has forged positive and mutually beneficial relationships with many members
of
the public;and WHEREAS, Howard has alife-long passion for trees, shrubbery
and all aspects of landscape -learning about it, feeding it and growing it properly, and
used that knowledge in his role with the SR-22 Widening Project,
public project landscape inspections, Design Review Committee participation, trail coordination
and Tree Removal Permits; and WHEREAS, Howard is one ofthe founding members
of Friday's Man Lunch,creating both the by-laws and initiation process; and is warned in
his retirement not to get too close to any hillsides or slopes, to continue to work on his
dance moves, and to always be sure
WHEREAS, Howard was recognized by his peers when he received the prestigious
award of Professional of the Year in 2007 from the City of Orange Chapter of the National
Management Association, wherein his co-workers described him the
consummate professional, coming to work every day with a smile on his face and a positive attitude -
and his ethical standards are irreproachable;
and WHEREAS, Howard, his can-do attitude and friendly manner, will be
sorely missed by the Community Services Department staff, as well as the many City staff
in other departments he has
worked with.NOW, THEREFORE, BE IT RESOLVED that the City Council, on behalf
of the employees and citizens of the City of Orange, hereby officially retire Howard'
s signature greeting of "Good Day" and express to F. Howard Morris appreciation for over 20
years of loyal and dedicated service and wish Howard and his wife, Marilyn, a happy
and
fulfilling retirement.ADOPTED the 11th day of
