A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO BRAD DAVIS OF ORANGE POLICE
DEPARTMENT AND COMMENDING HIM FOR
MORE THAN TWENTY-EIGHT YEARS OF LOYAL
AND DEDICATED SERVICE.
WHEREAS, Brad Davis began his career on March 1980 as a reserve officer with the
Orange Police Department. On July 10, 1981 Brad was hired as a Police Officer after
graduating from Rio Hondo Police Academy, Class 55. Brad was on the SWAT and H&S
11550 Teams. Brad was promoted to Master Police Officer in March 1985 and was a field
training officer. In 1985 he received Officer of the Year Award and the Rotary Award of
Valor; and
WHEREAS, Brad worked in the Investigative Division, assigned to the Major Crime
Unit, Regional Narcotic Suppression Program and the Narcotics Unit from 1985 through
1990s Brad was promoted to Sergeant on October 7, 1990 and initiated the Drug Recognition
Expert Program and supervised the Special Enforcement Detail. In 1993 Brad was the
Sergeant in the Property Crimes Unit and initiated the Economic Crimes Unit. 3e later
supervised the Narcotics / Vice Unit, which was awarded "Narcotic Unit of the Year" in
Orange County. Brad was well liked by his peers and staff and received the Supervisor of tr e
Year Award in 1998; and
WHEREAS, from March 1998 to January 1999 Brad returned to Patrol Divisi n as
supervisor of the Bike and Neighborhood Enhancement Team. In 1998, members of the Bike
Team received the prestigious Community Policing award from the Orange County uman
Relations Commission. The California State Assembly commended the Unit for initiating the
Orange County On-Track partnership at West Orange Elementary School; and
WHEREAS, in January 1999 through May 2000 Brad was assigned to the internal
affairs unit reporting directly to the Chie£ During this time Brad taught narcotic
investigations and Alcohol Beverage Control laws at Golden West College Police Academy.
Brad was promoted to Lieutenant on July 2, 2000 and assigned as a Watch Commander in the
Patrol Division. He was the SWAT Commander, Drug Recognition Expert coordinator and
Gang Unit supervisor; and
WHEREAS, Brad transferred to the Administrative Services Division on November
18, 2001. Brad supervised the Training Bureau, Records Bureau, crime prevention, alarm
billing, and facility maintenance; and
WHEREAS, Brad transferred to the Patrol Division as Traffic Bureau Commander in
August 2003. From November 2004 through January 2006, Brad was the Investigative
Services Division lieutenant. He was involved in the Compton sexual assault investigation
and arrests and the Sarah Bench-Solorio investigation at Santiago Middle School. Brad
returned to the Patrol Division as the Watch Commander and supervised the Reserve
Officers, Color Guard, Crime Scene Investigation, District Attorney Refusals, the Jail and
Detention facility; and
WHEREAS, Brad looks forward to pursuing his outside activity of golf and we hope
this gives him the time he needs to practice so he can finally beat his wife Vickie and his son
Zachary in the game.
NOW, THEREFORE, BE IT RESOLVED that the City Council, on behalf of the
employees and citizens of the City of Orange, hereby express to Lieutenant Brad Davis
appreciation for over twenty-eight years of service to the citizens of the Orange community,
and offer best wishes for a long, happy, and healthy retirement with his wife Vickie and their
son Zachary.
