ORANGE REDEVELOPMENT AGENCY MINUTES OF A REGULAR MEETING ORANGE, CALIFORNIA September 24, 1996 The Orange Redevelopment Agency of the City of Orange, California convened on September 24, 1996 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange, California. 4:30 P.M. SESSION 1. ROLLCALL PRESENT ABSENT Murphy, Barrera, Coontz, Spurgeon, Slater None 2. CONSENT CALENDAR 2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J. Cathcart, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of September 24, 1996 at Orange Civic Center, Main Library, the Police Facility at 1107 N. Batavia, Eisenhower Park Bulletin Board and summarized on Time Warner Communications; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.2.2 Request Agency confirmation of warrant registers dated September 6, 10, 1996.ACTION: Approved. 2.3 Approve Redevelopment Agency Minutes of a Regular Meeting, September 10, 1996.ACTION: Approved. LEGAL AFFAIRS - None 8. ORAL PRESENTATIONS Carole Walters, 534 N. Shaffer, requested a letter from the Agency explaining how much money has been given by the Agency to Gary Mead for his businesses, PJ. Meads, P.I's Abbey and the new site at the Santa Fe Depot; how the money is being used; and when the money was given? Does the Agency monitor how monies are being spent on the issues they were intended for?The City Manager will direct staff to prepare a letter with copies to be provided to Council. The Agency does account for where and how monies are spent and each negotiation is strictly scrutinized.Bob Bennyhoff, 10642 Morada Drive, commented that most candidates that attended the Orange Taxpayer's Association candidate forum last week lacked information about how redevelopment works,suggesting a program be undertaken to educate the citizens of the City.Mayor Coontz indicated the City Manager has discussed the issue with the Economic Development Director who is very willing to make presentations.Juan Pablo Serrano-Nieblas, 224 N. Olive St. #G, rebutted statements that were made which implied candidates do not understand what redevelopment is all about.9.
