The Orange Redevelopment Agency of the City of Orange, California convened on May 28, 1996 at 4:30p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange, California.

2.5 Conceptual approval of a maximum $300,000 loan to Village Nurseries to assist in the relocation
and consolidation of company operations to property located at 1589 North Main Street in the
Northwest Redevelopment Project Area. (RC2500.G.1.1)
FISCAL IMPACT: Funds are available to be appropriated to Account Number 936-
9823-485802-9198 from 92
Taxable Notes.The Interim Director of Economic Development reported Village Nursery is a very
large nursery located in the City of Orange and the City of Anaheim, and is one of the top sales
tax producers.The Orange location on Tustin S1. south of Taft is a storage location leased from
the Edison Company, and has to be vacated. They also lease an area located on Chestnut S1.
between Tustin and Glassell. Village Nursery has negotiated a lease with the Edison Company which
runs south of Taft between Main and Batavia. They have located an office building in the
industrial complex which they have an option to purchase. The plan would be to move their headquarters
from the City of Anaheim to the City of Orange, which would make the City of Orange a point of
sale for their trees and other landscaping. A $300,000 loan has been requested for improvements
to the office building and the
new
property.

Shaffer, asked how much money is in the Redevelopment Agency; what kind of bonds are beingused; when do the bonds come due; and how many bonds does the Agency have?Further, she askedhowmuchmoneyisoutstanding; has anyone filed bankruptcy using Orange Redevelopment money andhowmany; and where does the money come?The City Manager
responded the questions will be answered and he assured the Agency and the public that a strongpositionhasbeentakenonidentifYingwhatprojectsaresupported, and scrutinizing them as to the benefits. Criteria has been developed by the Economic Development staff and is being used as a guideline, which hasbeenverysuccessful.9. RECESS MOTION
