The City Council of the City of Orange, California conyened on October 15, 1996 at 4:30 P.M,
in an Adjourned Regular Meeting in the Council Chambers, 300 E. Chapman Ayenue, Orange,
California.

facility at 1107 North Batayia, the Eisenhower Park Bulletin Board and summarized on
Time Wamer Communications; all of said locations being in the City of Orange and
freely accessible to members of the public at least 72 hours before commencement of said
adjourned regular meeting.ACTION: Accepted Declaration
of Agenda Posting and authorized its retention as a public record in

ADMINISTRATIVE REPORTS 6.
1 Report from Police Chief Robertson on the Neighborhood Enhancement Program.Police
Chief Robertson reported the "NET" Program's goal is to restore the quality oflife and return
pride to the community, creating an enyironment that is clean, safe and crime free. It was deyeloped
to minimize the deterioration of neighborhoods, and target those neighborhoods that haye
become a drain on City resources to reclaim them. Chief Robertson explained that with Council
approyed grant funds an additional code enforcement officer will be hired. Additional grant
funds are being sought to add an attorney to assist and resolye these problems.Slides
were shown depicting the three target areas. 100-200 S. Hamlin, 1800 E. Adams and
Hooyer/Wilson. The areas were described by Police Officers Tim Ralph, Jeff Walloch and John
Warde. John Godlewski representing Code Enforcement described the notice ofyiolation
process. Wendy Saunders, Fire Department Inspector indicated they will use the Net inspections
for apartment buildings. John Lortscher, Sanitation Inspector explained the sanitation standards
and sidewalk conditions that will be addressed by this program. Barbara Brown, Police
Department commented on the C.O.R.E./Neighborhood Clean-up concept inyolying

program.It was suggested that the City followup with lenders once the property is taken back to let
them know the neighborhood is being cleaned

Court.Oyercrowding is the responsibility of the property owner. The C.O.R.E. group is to educate
the owners and deyelop rental
agreements,It is the property owner's responsibility to maintain their
