The City Council of the City of Orange, California convened on Apri116, 1996 at 5:00 P.M. in an
Adjourned Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange,
California.

Declaration of City
Clerk, Cassandra J. Cathcart, declaring posting of City Council agenda of an adjourned regular meeting
of April 16, 1996 at Orange Civic Center, Main Library,Police facility at 1107 North
Batavia, the Eisenhower Park Bulletin Board and summarized on Cablevision of Orange;
all of said locations being in the City of Orange and freely accessible to members
of the public at least 72 hours before commencement of said adjourned regular meeting.ACTION:
Accepted Declaration of Agenda
Posting and authorized its retention as a public record in the Office

MANAGER 7.1 Report on
the Seven Year Capital Improvement Program.The City Manager reviewed
the highlights of the Seven Year Capital Improvement Program. It was reported the preliminary
CIP totals $11.97 million in FY 96-97. Preliminary CIP projects total $81.55
million over the full seven year horizon. Approved matching grant funds amounting to $1.94
are also included in the FY 96-97 CIP. Only $9,600 in general fund dollars are proposed for CIP
projects in the 1996-97 fiscal year. This is for a portion of the non-police share of the
first debt service payment for the new 800 MHZ communications system.
CounciImembers commented on the following:
1) Location of Fire Stations in the plan need to be identified.
2) Old Towne area - concern that cars are driving over curbs because of sharp corners of the street
which need to be addressed when widening is proposed.3)
When the 55 Freeway is widened propose an offramp at Meats to assist businesses and the Orange
Mall.4)
Concern was expressed that when there are major public works projects that cause disruption to
businesses and residents, emphasis needs to be placed on coordination efforts with other agencies,
with continual communication to residents and businesses to let people know what is going
on including the period of time the project will take.5)
Storm drain and flooding problems on Lorna.6)
Staff to make a presentation to Council on the 1-5 re-design impacts to the
City.7) Resurfacing of Glass ell from Walnut to Collins - keep it repaired.
8) Traffic signal at Katella and Main needs adjusting on the weekends - too slow.9)
Asphalt trails at Hart Park are in need of repair. This was reported to be completed in 1997/
98 budget.10)
Cellular antennas that are placed on light poles in parks and school sites - the cellular companies can
share the costs, and this can be part of the negotiation process with OUSD.11) Enhanced
lighting in the plaza area - set aside funds each year for this purpose.12) Assessment Study
needs to be made by Council and departments on what is to be accomplished in the
Plaza area.The following people
