Chapman Avenue, Orange, California. 4:30 P.M. SESSION 1. CONSENT CALENDAR 2.1 Declaration of City Clerk, Cassandra J. Cathcart. declaring posting of City Council agenda of an adjourned regular meeting of March 5, 1996 at Orange Civic Center, Main Library,Police facility at 1107 North Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agenda Posting and authorized its retention as a public record in the Office of the City Clerk.REMOVED AND HEARD SEPARATELY)2.2 RESOLUTION NO. 8592 A Resolution of the City Council of the City of Orange opposing the proposed consolidation of the Orange County Transportation Authority and the Transportation Corridor Agencies. (S4000.S.3.1.2)CaroleWalters, 534 N. Shaffer, commented Chapman University has never covered their No Parking signs. They should abide by the City's regulations like everyone else.The City Manager was instructed to investigate and resolve the problem.ACTION: Approved.MOTION - Slater SECOND - Murphy AYES - Murphy, Mayor Coontz, Spurgeon, Slater ABSENT - Barrera Item 2.2 was removed and heard separately; all other items on the Consent Calendar were approved as recommended.END OF CONSENT CALENDAR 3. ADMINISTRATIVE REPORTS 6.1 Presentation by the Design Collaborative regarding ideas for the future of the downtown area.Mayor Coontz announced the Design Collaborative requested the joint study session with the Planning Commission. The Collaborative has spent between 2,000 and 4,000 hours preparing facade designs for the down town area. This work hasprovidedamodelforrehabilitationofOldTowne. They have also taken on another role which is to address land use opportunities at the PAGE 2 CITY COUNCIL MINUTES March 5, 1996 6. ADMINISTRATIVE REPORTS (Continued) down town depot and university areas. The intent of the plan is to provide a vision for down town. It is intended as a framework of what downtown can be in the future to use as a comparison with future proposals. Leason Pomroy, representing the Design Collaborative, gave a slide presentation depicting several local cities that have renovated their downtowns with the cooperation of the property owners, merchants, city officials and citizens. The variety of ideas for the plaza, depot and university sites were shown on maps and discussed. Ideas included centralized parking, landscaping, rerouting of traffic, pedestrian circulation and open space. Mayor Coontz recognized the following people who commented on the plans: Barbara DeNiro, 1118 E. Adams Bob Bennyhoff, 10642 Morada Dr. Lisa Blanc, 368 S. Orange Carole Walters, 534 N. Shaffer Corinne Schreck, 446 James The Council and Mr. Pomroy agreed that the plan needs the input of everyone involved with downtown: merchants, churches, residents and civic groups. The Collaborative will begin presentations to these groups and return to Council for a presentation in approximately eight months. 7. REPORTS FROM CITY MANAGER - None 8. LEGAL AFFAIRS - None 9.
