The City Council ofthe City of Orange, California convened on April 1, 1997 at 5:00 P.M. in an
Adjourned Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange,
California.

Regular Meeting of April 1, 1997 at Orange Civic Center, Main Library, Police facility at
1107 North Batavia, the Eisenhower Park Bulletin Board and summarized on Time Warner
Communications; all of said locations being in the City of Orange and freely accessible
to members of the public at least 72 hours before commencement of said adjourned
regular meeting.ACTION: Accepted Declaration of
Agenda Posting and authorized its retention as a public record in the

CITY MANAGER 7.1 Report
on the Seven Year Capital Improvement Program The City Manager
presented the proposed Capital Improvement Program (CIP) budget,indicating $24 million
would be invested in capital improvements this fiscal year, and more than 75 million for
the 7-year period. The following departments presented their proposed CIP projects: Public
Works Department, Community and Library Services Department, Fire Department, Police
Department, and Economic Development Department.Councilmembers and
Planning Commissioners presented questions to staff. Responses were as follows:Public
Works
Department The Director
of Public Works stated that ten projects applications were submitted for Measure M funding with
a value of$6 million; approval was received on nine of the ten with a value of over 4 million
and funding is reflected in the CIP through the year 2002. The tenth project application submitted
was for the widening of Main Street from Culver to Chapman.Mayor Coontz
requested a program be started to provide the local newspapers, cable, web, etc.and the
Council with information on public works projects throughout the City.Carole Walters,
534 N. Shaffer, expressed concerned with the voltage and poor quality ofthe lighting being
used in Old Town. The City Manager replied that CDBG funds will be used for lighting improvements
in poorly lit areas that qualify for the funds, primarily to provide a higher level of
security. CDBG monies can not be used on arterial streets. The Director of Public Works responded
the new lighting system will be a safer, lower voltage lighting system.Community and
Library Services Department The Director
of Community/Library Servicesstated that the Main Library building is not physically able
to handle a second story and indicated he is not aware of any studies that have been done
to retrofit the building for a second story. Closing the west side patio area of the Main Library and
mezzanines were discussed in order to increase the Library's square footage. The consultant for
the project indicated mezzanines would be inadvisable. The internal renovation of the Library
was the primary focus, indicating parking issues are the difficulty with the expansion.The community
room will no longer be at the Main Library. There has not been much communication in
regards to the Peralta site gymnasium. Liability issues are a concern with utilizing various
sites for use as a community room. The City budgeted for the zoo at Eisenhower Park
but indicated the City needs to be out ofthe zoo business.PAGE 2

The City Manager indicated the City is continually working with the County Waste Management
staff on future remediation costs and studies for the former landfill site located on the southwest
corner of Chapman and Y orba. The high-end estimated cost to reclaim the site is
approximately 60
million.In response to Barbara DeNiro, the Director of Community/Library Services replied that the
City will ensure that the restroom facilities will be open at the school districts in the areas the City
is active
in.The City Manager indicated that Strawberry Field monies are being used for some of the
projects which will come from the close of the escrow and that those projects will be
identified.Planning Commissioner Tita Smith requested that Pitcher Park receive bricks from the
Plaza Park renovation and suggested community involvement on the input on the
design.Fire
Department Councilman Spurgeon commented for the
record:My concern is that we have up-to-date, especially aerials, over there at Station 6 by
the time that The Mills becomes operational, and not just a reserve truck over there, even if we
have to re-deploy where our truck companies are, and that may be in the future, based on
your judgment. I don't want us, we got into a situation back in the mid-80's where we, even though
we weren't in a recession then, we let our equipment, for whatever reason, start going down.
And then we had,during the recession, we had to make a lot of sacrifices and start bringing in
these new trucks and engines. And I just don't want to see us get into a situation like that again. I
know they are big ticket item, especially the aerials. We all know that; half a million dollars, at least.
The point is -we can't let that get behind or we'll never
catch up again."Mayor Coontz requested clarification on CIP text relating to the
temporary buildings being moved, Fire Stations 2,
3, and 8.Mayor Coontz requested a survey of all possible
community room sites.In response to Mayor Coontz, the City Manager reported that Public Works
is making huge progress into the formatting of the GIS maps, which take a lot of energy and
staff time. The maps will be beneficial for disaster planning and management. The Assistant
to the City Manager is addressing the issue of the stabilization
of the mainframe.NOTE: The tape from this meeting is on file in the Office of
