A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE APPROVING GENERAL PLAN
AMENDMENT NO. 2009-0001 FOR THE CITY
OF ORANGE COMPREHENSIVE GENERAL
PLAN
UPDATE.APPLICANT: CITY OF
ORANGE WHEREAS, the City Council has the authority per Orange Municipal Code
Section 17.10.010 to take action on General Plan Amendment No. 2009-0001
establishing goals,policies, implementation measures, text, and figures forthe City's
Comprehensive General Plan Update (hereafter, the
GPA); and WHEREAS, Pursuant to the authority and criteria contained in
the California Environmental Quality Act (CEQA), the Community Development Director
analyzed the proposal and determined that the project will have a potentially significant adverse
effect on the environment. A Draft Program Environmental Impact Report (Draft PEIR
No. 1815-09)was prepared and circulated for public review for a period of at least 45
days, from February 13, 2009 through March 30, 2009. The Final Program Environmental
Impact ReportNo.1815-09 (SCH#2006031117) for the GPA (hereafter, the PEIR)
has been prepared; and WHEREAS, the Planning Commission conducted a
duly advertised public hearing on August 3, 2009, at which time interested persons had an opportunity
to testify either in support of or opposition to the proposal and for the purpose of considering
the GPA and the Planning Commission continued the hearing to September 9, September
21, October 5, and October 19, 2009, and by Resolution No. PC 34-09 recommended
approval of the GPA, with modifications, to the City Council and by
Resolution No. PC 35-09 recommended certification of the PEIR, and adoption of
the Statement of Overriding
Considerations and Mitigation Monitoring Program; and WHEREAS, the City Council conducted
duly advertised public hearings on January 12, 2010, January 26, 2010 and February 9, 2010,
to consider the GPA, the Planning Commission's modifications thereto and the PEIR,
all of which apply citywide; and WHEREAS, by Resolution No. 10425 the City Council
of the City of Orange has certified the adequacy of the PEIR, adopted Findings of
Fact and a Statement of Overriding
Considerations and a Mitigation Monitoring Program.NOW, THEREFORE, BE IT RESOLVED
BY THE CITY COUNCIL OF THE CITY OF ORANGE as follows: that the City
Council approves the GPA AND the associated Implementation Plan as shown in Attachment
A, with the modifications to the GPA and Implementation Plan identified in Attachment
B, (both of which are attached hereto and incorporated by this

FINDINGS 1. The GPA provides the City and its citizens with a shared community
vision,goals, policies, and implementation programs that reflects its priorities
for maintaining and improving the quality of life for the citizens the City, rather
than relying on the content of the 1989 General Plan which has realized
diminished relevance over the course of its 20 year
lifespan.2. The land use framework established in the GPA functions to preserve and
protect the established residential, business and industrial districts, while introducing
new mixed use districts that have the potential to greatly enhance the diversity
of housing options and housing development potential of the City, as well as
provide opportunities for establishing convenient physical relationships between
housing,employment centers, and goods and services as a means of minimizing
vehicle trip generation and greenhouse gas emissions, and promoting a walkable,
active
community.3. The circulation network promoted in the GPA provides a platform for pursuit of
a more complete multi-modal transportation network that takes advantage
ofthe City's sidewalks, trails, commuter rail service, bus service,
bikeways, roadways,and freeways, to provide the public with transportation options that
have the potential to minimize local and regional traffic congestion over
time, provide enhanced connections betweenthe City's neighborhoods,
commercial districts,and recreational amenities, and support an active
community lifestyle.4. The GPA provides the City with comprehensive and strategic
policies and planning guidance to ensure the long-term protection of
cultural resources across the City, with particular focus on the resources of the Old
Towne Orange Historic District, as well as other areas of the City that have received lesser
attention in the past but are nonetheless important to the cultural richness of
the community, such as the Eichler Tracts, El Modena, the Cypress Barrio,
Santiago Creek corridor,and the farmhouses, agricultural features, and areas of
archaeological interest in dispersed locations
across the City.5. The GPA provides the City with a policy and planning
framework not previously included in the General Plan with which toguide the City'
s infrastructure and economic development projects and programs, and
aesthetic improvement of Orange's major commercial corridors as a means of
maintaining the economic viability of these areas and presenting a positive, distinctive image
of the City.6. The public safety policies and programs contained in the
GPA represent the priority the City places on maintaining a safe community,
addressing the hazards and public education needs of a post-9/11 world, and
being proactive in managing the natural and man-made hazards to which

7. The GPA provides policy guidance that leads the City toward a more integrated,
balanced relationship between the natural and built environments, with particular
attention to retrofitting historically urbanized portions of the City, water quality
and conservation, energy efficiency and conservation, and development interface
with natural areas and waterways, with the purpose of working toward a more
sustainable community in the future.
8. The elements of the GPA recognize that community growth and change must
involve coordination between development activity, transportation, and
infrastructure system improvements and maintenance at a local and regional level
to be successful.
9. The GPA establishes new guidance for managing development in the context of
the community's noise environment, recognizing that the City is an urban,
suburban, and semi-rural community, and the manner in which noise
influences quality of life in the various areas of the City, subject primarily to vehicular
and rail noise, warrants context-
appropriate treatment.10. The data and analysis upon which these findings of fact are based are set
forth in the staff reports and associated documents for the PEIR and GPA, staff'
s oral presentation, public testimony, and the comments of the
Planning Commission during its review of
this application.11. The Open Space designation for the parcels north of the Public
Facilities and Institutions designation north of the intersection of Chapman Avenue
and Yorba Street is a holding designation in accordance with City Council
