RES-10426 Adopting City of Orange Historic Resources Inventory UpdateRESOLUTION NO. 10426 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE ADOPTING THE CITY OF ORANGE HISTORIC RESOURCES INVENTORY UPDATE. APPLICANT: CITY OF ORANGE WHEREAS, an inventory of historic resources in Orange was completed in 1982 resulting in the listing of the Plaza Historic District on the National Register of Historic Places in 1982 and the establishment of Old Towne Orange Historic District; and WHEREAS, the City's historic resources inventory was last formally updated in 1992 and was followed by the adoption of the Old Towne Design Standards in 1995; and WHEREAS, the Old Towne Orange Historic District was listed on the National Register of Historic Places in 1997, consequently becoming included in the California Register of Historic Resources; and WHERAS, the National Register and local historic district status of Old Towne and associated protections afforded to historic resources, have benefited the historic district through private reinvestment in, and restoration of, historic properties that has resulted in changes in property conditions since the 1992 historic resources survey update was performed; and WHEREAS, portions of the city such as El Modena, the Cypress Barrio, and Eichler Tracts not included in previous historic resources surveys have become recognized by the community as being culturally significant to the City due to their links to the agricultural and ethnic heritage of Orange, as well as their distinctive architectural character; and WHEREAS, the updating of the 1992 survey was needed to provide current and accurate information about the City's historic resources to ensure that these resources are identified and managed appropriately in support of the City's General Plan goals of identifying and preserving historic resources, preserving historic neighborhood character, and educating the public about the value of historic preservation in the community; and WHEREAS, the updated 2010 historic resources inventory serves as a companion to the City's Cultural Resources and Historic Preservation Element, and provides information needed to review projects effectively in relation to the Historic Preservation Design Standards for Old Towne, the Secretary of Interior's Standards for the Treatment of Historic Properties, and the California Environmental Quality Act; and WHEREAS, the Planning Commission has had the opportunity to review the updated 2010 historic resources inventory and recommended its approval to the City Council pursuant to Resolution No. PC 38- 09.NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Orange hereby adopts the City of Orange 2010 Historic Resources Inventory Update and associated historic context statement and methodology a copy of which is on file with the City Clerk and with the Community Development Department and incorporated herein by this reference.ADOPTED this 9th day of March, 2010.
