A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE SUPPORTING THE FINDINGS
OF THE VILLA PARK ROAD MASTER PLAN OF
ARTERIAL HIGHWAYS AMENDMENT STUDY.
WHEREAS, the City of Orange has been working cooperatively with the City of
Villa Park, the County of Orange, and the Orange County Transportation Authority to study
and assess the proposed downgrade of Villa Park Road on the Orange County Master Plan of
Arterial Highways (MPAH); and
WHEREAS, the proposed downgrade of Villa Park Road is specifically for the
section from Wanda Road to Hewes Street; and
WHEREAS, the proposed section of Villa Park Road to be downgraded is located
within the City of Villa Park, County of Orange, and borders on the City of Orange; and
WHEREAS, the proposed downgrade is requesting that Villa Park Road be reduced
from a major arterial (six lane facility) to a primary arterial (four lane facility) on the Orange
County MPAH; and
WHEREAS, The City of Orange Transportation Analysis Model (OTAM) was
utilized for the downgrade study. The report was thoroughly reviewed by the City of Orange,
the City of Villa Park, County of Orange, and OCTA; and
WHEREAS, the MPAH Amendment Process, a consensus based process, has
determined that the proposed downgrade to the MPAH would not negatively affect the
integrity of the MPAH, however both cities agree on the importance of the intersection of
Wanda/Katella in maximizing the traffic flow through the arterials in the Cities of Orange
and Villa Park, and recognize future improvements to the intersection may be necessary; and
WHEREAS, there shall be a monitoring program in place, that every five (5) years
the intersection operational Level of Service will be studied, to determine if any
improvements are needed. The cost of the monitoring program, and the future improvements
will be shared by the two cities in a proportion similar to the jurisdictional breakdown. 70%
of the intersection lies within the City of Orange and the other 30% is in the City of Villa
Park; and
WHEREAS, the City of Orange, the City of Villa Park, the County of Orange, and
OCTA have achieved consensus in the determination that downgrading this portion of Villa
Park Road on the OC MPAH is acceptable ;and

WHEREAS, the City Council intends to amend the Orange General Plan CirculationandMobilityElementtoreflectthedowngradingofVillaParkRoadbetweenHewesandWandaStreetswiththepurposeofmaintainingconsistencywiththeCountyMasterPlanofArterialHighways, and hereby directs City staff to initiate this amendment.
WHEREAS, the City Council, as part of its consideration and adoption of theanticipatedCirculationElementAmendmentforVillaParkRoad, will consider and adoptedtheappropriateenvironmentaldocumentationinaccordancewiththeCaliforniaEnvironmentalQualityAct.
NOW, THEREFORE, LET IT BE RESOLVED, that the City of Orange concurswiththestudyfindingsandsupportsthedowngradeofVillaParkRoadtoaprimaryarterialontheMPAH.
