A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO SERGEANT MATTHEW MILLER OF THE
POLICE DEPARTMENT FOR MORE THAN 29
YEARS OF LOYAL AND DEDICATED SERVICE TO
THE CITY OF ORANGE.
WHEREAS, Matt began his career in law enforcement as an Orange County Deputy
Sheriff in 1981 and transferred to the Orange Police Department as a police officer on
January 11, 1982; and
WHEREAS, from 1986 to 1999 Matt worked the Property Crimes Unit, Narcotics
Unit, Crimes Against Persons Unit, and the Regional Narcotics Suppression Program, and
was voted Officer of the Year by the Orange County Narcotics Association in 1989; and
WHEREAS, on August 13, 1991, while Matt was an investigator, the Narcotic Unit
received information regarding major cocaine traffickers in the City of Fontana. After
working five straight days of non -stop surveillance, five Mexican nationals were arrested and
over 1,000 kilograms of cocaine was seized. The estimated street value for the cocaine was
over $100,000,000 — the largest drug seizure in the history of the City of Orange; and
WHEREAS, on February 1, 1993, Matt was commended for being the primary case
agent during the highly charged and publicized "honor roll murder." Stuart Tay, a 17 -year-
old student, was brutally murdered by former friends. This missing person /murder
investigation gained national attention and later became a movie; and
WHEREAS, Matt was voted Officer of the Year at Orange Police Department in
1996, promoted to Sergeant in 1999 and assigned to the Field Services Division. He was
voted Supervisor of the Year in 2000, 2004, and 2006 by his peers, and was Employee of the
first Quarter in 2005; and
WHEREAS, Matt transferred to the Narcotics Unit in January 2001 as the
supervisor, returning to the Field Services Division in June 2003 as a supervisor. He was
supervisor of the Special Enforcement Detail in January 2005; and
WHEREAS, in January 2008 Matt was awarded the Chief's Award, the highest
award in the organization for his dedication, work product, and commitment - "Sergeant
Miller has been involved in a number of significant cases and events during his career,
demonstrating exceptional professionalism, dedication, and compassion "; and
WHEREAS, in the December 2010 Comp Stat meeting Matt received the
Distinguished Unit Award. The Orange Police Department's Crimes Against Persons Unit
stands at the forefront of professionalism, commitment and tenacity as they investigate the
most heinous criminal acts committed. As a result of their dedication, teamwork, and
exceptional investigative skills, the CAP Unit has solved numerous high profile cases and
arrested several repeat offenders; and
WHEREAS, Matt has been recognized repeatedly for his enthusiasm, zeal and Can-
do attitude — influencing everyone around him. He is "unselfish with his time, promotes
teamwork within his unit, and is loyal to the organization, it's goals and objectives."
NOW, THEREFORE, the Orange City Council, hereby extend sincere gratitude to
Matthew Miller for his leadership and service to the citizens of the Orange community, and
best wishes for his continued success and happiness.
