A RESOLUTION BY THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING SUPPORT FOR
THE ORANGE COUNTY WATER DISTRICT AND
ORANGE COUNTY SANITATION DISTRICT'S
GROUNDWATER REPLENISHMENT SYSTEM
INITIAL EXPANSION PROJECT.
WHEREAS, managing Southern California's water resources is critical to the
continued health and economic vitality of the region; and
WHEREAS, currently, Southern California loses approximately 1.3 billion gallons
of wastewater every day to ocean outfalls from Los Angeles, Orange, San Diego and Ventura
counties due to a lack of water recycling resources; and
WHEREAS, wastewater is a reliable constant source of water, yet recycling it is a
minute fraction of California's water supply portfolio; and
WHEREAS, the existing Groundwater Replenishment System (GWRS) facility
purifies nearly 72,000 acre -feet per year (AFY) of highly- treated wastewater, enough for
600,000 people; and
WHEREAS, the GWRS Initial Expansion is expected to provide an additional
31,000 AFY of new water, bringing the total production of the GWRS facility to 103,000
AFY, sufficient to meet the needs of nearly 850,000 people; and
WHEREAS, the GWRS Initial Expansion Project decreases dependency on
imported water from the State Water Project (SWP) and Colorado River, improves the
quality of the water in the OC Groundwater Basin by recharging ultra -pure water into the
aquifer, produces water at one -half the energy currently required to import water into
Southern California; and will create hundreds of local jobs through development,
construction and operation of the project; and
WHEREAS, the GWRS Initial Expansion will produce water at a cost that is
competitive compared to more limited and expensive imported water supplies; GWRS will
facilitate Orange County's investment in water recycling, making the County less prone to
future water supply shortages and significant price increases.
NOW, THEREFORE, BE IT RESOLVED, that the City of Orange City Council
supports the Groundwater Replenishment System Initial Expansion Project; and
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to cause this Resolution to be recorded in the Office of the Orange County Recorder.
