A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO WILLIAM "WILLIE" KRALICH OF THE
WATER DIVISION, PUBLIC WORKS
DEPARTMENT AND COMMENDING HIM FOR
MORE THAN THIRTY -FOUR YEARS OF LOYAL
AND DEDICATED SERVICE.
WHEREAS, Mr. William "Willie" Kralich began his career with the City of Orange
Public Works Department on December 10, 1973 working as a Maintenance Man for the
Water Department. He was promoted to Maintenance Worker I on September 1974 but left
the City the following February to continue his education as an x -ray technician. Willie later
rejoined the City as a Maintenance Worker I in 1977, and was subsequently promoted to
Equipment Operator I in July 1979 and Equipment Operator II in July 1980. He was
successfully promoted to Water Quality Inspector I in the City's Water Quality Laboratory
on November 1985, promoted to Water Quality Inspector 11 on July 1988 and Senior Water
Quality Inspector on February 14, 1993 - a position he has held for over 18 years; and
WHEREAS, Willie Kralich was tasked with monitoring and ensuring that the City's
water supply is safe to drink 24/7/365 and that it meets all Federal, State, and local laws and
regulations. Over the years, he has constantly tested the City's water supply at all points
throughout the City's service area, and is to be commended for his unfailing commitment,
vigilance, and superior dedication to duty with regard to critical water quality issues. His
long years of experience have enabled him to promptly evaluate and effectively deal with
water quality problems and issues. His keen insight has allowed him to discern between
relatively minor issues and potentially serious water quality problems, and take timely action.
Willie has remained consistently proactive in heading off potential water quality issues which
could adversely affect the public health and safety of the City's water customers; and
WHEREAS, Willie is an excellent Water Division representative, demonstrating his
trademark qualities of patience and confidence in helping and explaining things to others. His
calm and confident demeanor, coupled with his extensive experience, have helped enhance
his message and build rapport in all water quality situations particularly with individuals who
were not always in tune with current State - mandated water quality requirements. His
professionalism, coupled with an innate ability to explain complex water quality issues has
successfully defused many a challenging and occasionally hostile interaction. His open
minded persona, and genuinely interested concern for the needs and welfare of others has
won over many an adversary over the years, and instilled a solid confidence with the public;
and
WHEREAS, Willie has always demonstrated an uncanny insight into human nature,
combined with resourcefulness when dealing with the multitude of unique challenges placed
before him in the course of his work. He has consistently remained steadfast in the face of
difficult situations, and has never shied away from making the "tough call" when required to
maintain the integrity of the City's water supply system water quality; and
WHEREAS, Mr. Kralich's attention to detail, commitment and follow- through in his
work exemplifies a work ethic that is second to none and a keen understanding that
teamwork is critical to the success of an organization. Above all else, Willie can be
characterized as a very trustworthy and reliable team player of impeccable integrity. In an era
of diminished professional accountability, Willie who has continually "stepped up to the
plate ", taken responsibility for his decisions, has maintained high and unwavering standards
and ensured that those standards are mirrored by his colleagues.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Orange, on behalf of the employees and citizens of the City of Orange, hereby expresses to
Mr. William "Willie" Kralich its genuine appreciation and gratitude for over 34 years of
loyal and dedicated service, and sincerely wish Willie and his wife Pam a happy and
fulfilling retirement.
