A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO FIRE ENGINEER DALE KARELL OF THE
ORANGE CITY FIRE DEPARTMENT FOR THIRTY
YEARS OF LOYAL AND DEDICATED SERVICE.
WHEREAS, at a very young age, Dale Karell started his fire service career through
two programs administered by the Orange City Fire Department: Fire Explorer Post 547 and
the Orange Unified School District Fire Science ROP program. He was hired as a Firefighter
in 1981, and promoted to Fire Engineer in 1989; and
WHEREAS, Dale administers the station assignments for the Fire Department.
Early on, he assisted in writing the policy for the negotiations process. Dale is also in charge
of repairing all of the department flashlights for all fire stations; and
WHEREAS, in the late `80's and early `90's, Dale was the pioneer of the Criti.al
Incident Stress Debriefing (CISD), team where he was highly skille in debriefing Fire
personnel who were exposed to unusually stressful-type emergency calls. To this day, he can
be counted on as a confidant to anyone who needs one-on-one advice; and
WHEREAS, several years ago, Dale initiated and has continued to plan and or anize
the Annual Retirement Breakfast, in honor of all retirees, which keeps the communication
open between current and former Fire employees; and
WHEREAS, for a number of years, Dale has served as a Board Member on the
Orange City Firefighters Local No. 2384; and
WHEREAS, Dale planned several off-duty trips and events for employees and
retirees, e. g., shooting in the desert and the spring and fall Colorado River camping/fishing
trips, etc. He enjoyed promoting camaraderie and building team spirit; and
WHEREAS, Dale was a consummate joker, prankster and practical joker. As a
young Firefighter, Dale used to say, "I can put out fires and save lives, but I can't even drink
legally!" The first time Chief Lewis visited Dale's fire station, Dale had set up a table with
an "interrogation light" overhead. Anyone who was retiring knew not to work your last shift
with him, because he would be sure to pull a prank on you; and
WHEREAS, Dale was known as "Kid Karell", being the younger brother of Orange
Fire Captain John Karell. He was also known as the "Noid", a villainous red-suited TV
cartoon character with red rabbit ears, due to his "devilish" giggles and grr's; and
WHEREAS, Dale was very personable to everyone he came in contact with, and a
lot of fun to be around. But, when it came to responding to emergencies, he was all business;
he was focused, competent and serious about his job of serving the public;
NOW, THEREFORE, on the occasion of his retirement from the City of Orange, we
wish to recognize Dale Karell for 30 years of dedication to the Fire Department and public
service. We wish Dale and his family many years of happiness, health, and fulfillment
during retirement.
