A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO NICK LALL, VICE CHAIRMAN OF THE CITY
TRAFFIC COMMISSION, FOR EIGHT YEARS OF
DEDICATED SERVICE TO THE CITY OF
ORANGE.
WHEREAS, Nick Lall was appointed by the City Council to the City Traffic
Commission in October 2003. He exemplifies all that is best about community service,
volunteerism and taking action to make a positive difference in the City of Orange; and
WHEREAS, in his 74 meetings over his eight years on the commission, Nick has
provided invaluable input on a variety of topics. He has evaluated and considered 205 on-
street parking requests; 8 requests to improve pedestrian crossing conditions, reviewed 41
requests for STOP controls; established 4 new OCTA bus stops; approved 2 new traffic
signals; installation of speed humps at 7 locations; and
WHEREAS, during his time on the commission reviewing and working on a broad
array of traffic safety projects, a few of the highlights include recreational vehicle parking on
public streets, modifying the Residential Neighborhood Traffic Management Plan on speed
humps, working to rescind the moratorium on the installation of speed humps, working on a
policy for the installation of internally illuminated radar speed signs, and most recently our
policy for curbside handicapped parking stalls; and
WHEREAS, as a long -time Orange resident and business owner, Nick spent many
hours of his own time reviewing Traffic Commission items, visiting the sites and addressing
the traffic concerns of citizens who contacted him directly; and
WHEREAS, in spite of this, he still found time to enjoy many rounds of golf. Nick's
good- natured sense of humor was an important part of the commission meetings and will be
missed.
NOW, THEREFORE, I, Carolyn V. Cavecche, Mayor of the City of Orange, on
behalf of the entire City Council, do hereby extend sincere gratitude to Nick Lall for 8 years
of loyal and dedicated service on the City Traffic Commission, working to help make the
City of Orange ready to meet the challenges of the future.
