A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE APPROVING AND ADOPTING
THE UPDATED ORANGE COUNTY REGIONAL
WATER AND' WASTEWATER MULTI - HAZARD
MITIGATION (HAZMIT) PLAN AS THE CITY'S
OFFICIAL AGENCY HAZARD MITIGATION PLAN.
WHEREAS, Federal legislation has historically provided funding for disaster relief,
recovery and some hazard mitigation planning; and
WHEREAS, the Federal Disaster Mitigation Act of 2000 (Public Law 106 -390;
herein the "DMA "), the latest legislation to improve the hazard mitigation planning process,
reinforces the importance of mitigation planning and emphasizes planning for disasters
before they occur, allowing, among other things, national post- disaster Hazard Mitigation
Grant Program funds to be used for planning activities, and increasing the amount of such
funds available to states and communities that have developed a comprehensive, enhanced
mitigation plan prior to a disaster; and
WHEREAS, the City of Orange participated with the Municipal Water District of
Orange County ( "MWDOC ") and eighteen other participating water and wastewater utilities
in the County of Orange to develop that certain Orange County Regional Water and
Wastewater Multi- Hazard Mitigation Plan, dated as of February 1, 2012 (herein referred to as
the "Plan "), a copy of which has been presented to the City Council at the meeting at which
this Resolution has been adopted; and
WHEREAS, in order to become eligible for funding and technical assistance for state
and federal hazard mitigation programs, the City Council of the City of Orange is required to
formally adopt the Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Orange as follows:
Section 1. The foregoing recitals are true and correct.
Section 2. The Plan, in the form as submitted by the City Manager, is hereby
approved and adopted as the City's official agency hazard mitigation plan, subject to the
incorporation of comments, if any, by the State Office of Emergency Services and the
Federal Emergency Management Agency upon completion of their review.
Section 3. The City Manager (or his designee) is authorized and directed to
transmit to MWDOC a certified copy of this Resolution.
