A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE EXPRESSING
APPRECIATION TO FIRE CAPTAIN CHARLES
A. TUGGLE OF THE ORANGE CITY FIRE
DEPARTMENT FOR TWENTY -SEVEN YEARS
OF LOYAL AND DEDICATED SERVICE.
WHEREAS, after receiving his Associates degree in Fire Science from Santa Ana
College, Charles "Chuck" Tuggle was hired as a Firefighter for the Orange City Fire
Department in 1985. He was promoted to Fire Engineer in 1989, and subsequently was
promoted to Fire Captain in 1996. In 2001, Chuck was assigned as a Staff Captain/Training
Officer for the Department for four years; and
WHEREAS, prior to his career with the City of Orange, Chuck was a Computer
Center Supervisor for Sperry Univac. He also spent four years in the United States Navy, as
a Radioman /Supervisor, coordinating top secret communications with U.S. naval ships and
NATO in the Mediterranean area. He was also a Federal Firefighter at the El Toro Marine
Corp Air Station; and
WHEREAS, from 1992 to the present, Chuck was an ROP Instructor for the Orange
Unified School District, where he was presented with the Instructor of the Month award in
May of 2004. He received the Rotary Community Service Award in 1992. He was also a
CPR instructor and a CPAT Proctor; and
WHEREAS, Chuck's many accomplishments include the following: Established the
program to receive funding for training hours, developed the formal truck Tiller program,
developed the Earthquake Preparedness booklet for the City /Department, and developed the
Block Grant for MDA life safety program. He was also assigned to Fire Prevention to work
on the Y2K project in 1999, and organized Santa's annual visit to CHOC Hospital to wave to
the children through windows on an aerial ladder; and
WHEREAS, Chuck spent many years of his career serving on the Board of the
Orange City Firefighters Local 2384. He was Union President for two of those years. He
was very dedicated to, and involved heavily in, labor issues; and
WHEREAS, Chuck was known for his love of talking on the phone. This was a
standing joke in the Fire Department. A number of times a co- worker would need to ask him
a question and Chuck would say, "Hold on a minute, I'm on the phone." In San Jose, while
staying in a high -rise hotel with an unnamed captain, Chuck wanted to walk to a "nearby"
venue to listen to music. Not known for his good sense of direction, they walked for several
miles, never found the venue, but they did lose sight of the very tall high -rise hotel; and
WHEREAS, Chuck never let negative issues get the best of him, but rather handled
problems with a peaceful, calm demeanor. He is a truly caring, nice person with an
amazingly positive attitude; and
WHEREAS, Chuck is happily married to his lovely wife, Linda, and is the proud
father of four children: Charlie, soon to be Fire Captain for the City of Arcadia; Courtney,
pharmaceutical sales rep; Eric, manager for a sportswear store in Orange; and Allison, recent
graduate of UC Santa Cruz. His grandson, William, will be two in January 2013.
NOW, THEREFORE BE IT RESOLVED THAT I, Carolyn V. Cavecche, Mayor
of the City of Orange, on behalf of the entire Orange City Council do hereby congratulate
Charles A. Tuggle for twenty -seven years of dedication to the Fire Department and public
service. We wish Chuck and his family many years of happiness, health, and fulfillment
during retirement.
