A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO FIRE CAPTAIN KEITH WAGERLE OF THE
ORANGE CITY FIRE DEPARTMENT FOR THIRTY -
ONE YEARS OF LOYAL AND DEDICATED SERVICE.
WHEREAS, after graduating from Villa Park High School in 1977, Keith Wagerle
became an Orange Fire Department Explorer. (He later became an Explorer advisor.); and
WHEREAS, in 1981 Keith was hired as a Firefighter, and then became a Paramedic in
1984. He was promoted to Engineer in 1989, and promoted to Captain in 1991. Keith was also
assigned to staff as the Training Captain and Safety Officer; and
WHEREAS, Keith received two Associate of Art degrees from Santa Ana College, and
in 2004 a Bachelor of Science degree in Fire Safety Management; and
WHEREAS, Keith was an instructor for Paramedic training and a Paramedic preceptor.
He was also an ROP and Explorer instructor from 1982 to 1986, a North Net fire training
instructor for Wildland tactics, and an instructor for the Santa Ana Fire Academy and Fireline
EMT since 1985. Keith has spent hundreds of hours training rookies, Firefighter, Engineer and
Captain candidates. He was also a Union Board member, Chairman of Safety, R &D and Disaster
committees; and
WHEREAS, Keith was a Wildland specialist for the Department. He is a nationally
qualified Safety Officer, Strike Team leader, Fireline EMT -P and Incident Commander 4. He
holds training qualifications for Medical Unit Leader. He developed policy outlining the CICCS
California Incident Command Certification System), training personnel, and updating the
CICCS and IQS systems; and
WHEREAS, Keith wrote and developed the Assistance Agreement between the
Cleveland National Forest and Orange City Fire Department to utilize personnel during Wildland
or all -risk incidents. He also helped update the OSHA Safety and Engineer certification manuals;
and
WHEREAS, Keith was a Union Board member, Chairman of the Safety and R &D
committee, and a member of the Disaster committee; and
WHEREAS, early in his career, Keith played for the LA County Hockey team when
only two fire teams existed in California. Each year, they competed in the Fire Olympic games.
He assisted in forming the Law Enforcement and Fire Hockey League in 1990. Keith managed
the "Heat" hockey team from 1990 to 2000, when they consolidated to the current team known as
the "OC Devils ". He plays hockey twice a week, enjoys motorcycle riding, boating, time
outdoors, and especially time with friends and family.
NOW, THEREFORE BE IT RESOLVED THAT I, Teresa E. Smith, Mayor of the City of
Orange, on behalf of the entire Orange City Council do hereby congratulate Keith Wagerle for thirty -
one years of dedication to the Fire Department and public service. We wish Keith and his family
many years of happiness, health, and fulfillment during retirement.
