A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE SUPPORTING THE SANTA
ANA COLLEGE ASSOCIATED STUDENT
GOVERNMENT'S OPPOSITION TO THE USE OF
PROJECT LABOR AGREEMENTS IN RANCHO
SANTIAGO COMMUNITY COLLEGE DISTRICT
CONSTRUCTION PROJECTS FUNDED BY
MEASURE Q.
WHEREAS, on April 1, 2013, the Rancho Santiago Community College District
District ") authorized the Chancellor to negotiate a Project Labor Agreement ( "PLA ") with
the Los Angeles /Orange County Building Trades Council, for District construction projects
funded by Measure Q; and
WHEREAS, PLA's favor union contractors over private construction companies and
non -union contractors in the competitive bidding process; raise construction costs; limit
competition among bidders; and discriminate against construction workers who do not wish to
join labor unions and are then forced to go through union halls and pay union fees and dues
despite not actually being part of the union; and
WHEREAS, the use of PLA's may increase construction costs by as much as 15 %,
diverting millions of dollars in bond funds for labor costs and benefits; and
WHEREAS, the use of PLA's are contrary to the proposition that the maximum
amount of bond money be used for the construction of student related facilities, including
classrooms and infrastructure, by spending money intended for construction on labor, wages
and benefits; and
WHEREAS, nothing in the official Ballot Information nor campaign material for
Measure Q indicated any plan to require contractors to sign a union agreement as a condition
of work; and
WHEREAS, the Senate of the Associated Student Government of Santa Ana College
ASG ") strongly oppose any action that would allow PLA's to be used for construction using
Measure Q funding; and
WHEREAS, the ASG strongly encouraged the District Board of Trustees to reject any
PLA brought forward by the Chancellor; and
WHEREAS, the City of Orange supports the ASG in asking that the District use the
maximum amount of bond funding voted on by the citizens of Orange for construction and
infrastructure improvements to District facilities to maintain the bond funding for the benefit of
the students and the greater community of Orange.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Orange strongly supports the Santa Ana College Associated Student Governments opposition
to the use of PLA's in construction projects funded by Measure Q.
FURTHERMORE, the City Council of the City of Orange strongly encourages the
Rancho Santiago Community College District Board of Trustees to keep faith with the voters
who were not told of a potential PLA, and reconsider its authorization of a PLA and reject any
PLA brought forward by the Chancellor.
