A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE AMENDING THE TUSTIN
STREET DESIGN STANDARDS, DESIGN GUIDELINES
FOR THE AMENDMENT TO THE SOUTHWEST
REDEVELOPMENT PROJECT AREA, AND INFILL
RESIDENTIAL DESIGN GUIDELINES TO ACHIEVE
CONSISTENCY WITH ORDINANCE NO. 09-13.
WHEREAS, Section 17.10.070 of the Orange Municipal Code establishes the design
review process to provide a means of reviewing development projects to ensure that they are
compatible with community aesthetics including architectural design, scale, massing,
landscaping, and context; and
WHEREAS, the City's design objective is to enhance the community character and
identity by promoting diversity, creativity and cohesiveness in the development of property
through quality design; and
WHEREAS, the objectives of the Land Use Element of the City of Orange General
Plan include advancing development activity that is mutually beneficial to both the
environment and the community; and
WHEREAS, the objectives of the Housing Element of the City of Orange General
Plan include identifying and removing governmental constraints to the development of
housing; and
WHEREAS, the objectives of the Economic Development Element of the City of
Orange General Plan include cultivating a business environment that is conducive and
appealing to the commercial and retail industry, including smaller entrepreneurs; and
WHEREAS, design guidelines for new development and property renovations are
needed in order to protect the character of the City's established neighborhoods, and
commercial and industrial districts; and
WHEREAS, design guidelines applicable to the aforementioned development and
property improvements are needed to clearly present the City's expectations for such
development and provide the development community with guidance; and
WHEREAS, design guidelines are not intended to function as a constraint to
economic development nor development of housing units in the City; and,
WHEREAS, the Tustin Street Design Standards, Design Guidelines for the
Amendment to the Southwest Redevelopment Project Area, and Infill Residential Design
Guidelines will be maintained and amended as needed by the Community Development
Department; and,
WHEREAS, the Planning Commission, at its meeting of June 17, 2013, reviewed the
proposed revisions to the Tustin Street Design Standards, Design Guidelines for the
Amendment to the Southwest Redevelopment Project Area, and Infill Residential Design
Guidelines and recommended that the City Council approve the adoption of the revisions.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Orange that the Infill Residential Design Guidelines, which are attached hereto and
incorporated herein as Exhibit A, are.
