2. MAJOR SITE PLAN REVIEW 157-00 - VALERE AND HELEN TARDIF - Pulled for Discussion,
3, NEGATIVE DECLARATION 1652-00 - CITY OF ORANGE PUBLIC WORKS DEPARTMENT /WATER
DIVISION
A request to drill and operate a new water well site, The project includes construction of a new
perimeter wall and installation of site landscaping, The site is located at 218 City Boulevard West.
NOTE: Negative Declaration 1652-00 was prepared to evaluate the environmental impacts of this
project.
RECOMMENDATION: Approve Negative Declaration 1652-00,

Moved by Commissioner Pruett and seconded by Commissioner Carlton to approve Items 1 and 3 of the
Consent Calendar.

2. MAJOR SITE PLAN REVIEW 157-00 - VALERE AND HELEN TARDIF
A request to allow the demolition of an existing, no longer significant single-family residence and the
relocation of an existing 11/2 story residence (1103 West Chapman> to the subject property, The site is
located at 151 South Harwood Street and is within the Old Towne Orange Historic District.
Negative Declaration 1651-00 was prepared to evaluate the environmental impacts of this
project.
The public hearing was opened.
NOTE:
Valere Tardif. 525 East WashinQton. explained why they wanted to move the house from 1103 West
Chapman to the property at 151 South Harwood. They would like to preserve the house because it is in a
commercial area and is unotficially slated for demolition at some point in the future, His mother and father
own the property on Harwood and the house is beyond repair. They will keep all of the architectural
features of the house intact during the move. They do not intend to replace doors or windows, although
they have to replace some broken windows.

The speakers supported the project, but when addressing the project, care has to be taken that
everything is accomplished in a proper manner relative to the documentation process, This will set a
precedent lor future projects of this nature. Neighbors would like to see this structure nominated and
added to the District's Register, At the DRC meeting, it was brought up that the roof would need to be
removed for transport purposes and then completely rebuilt. They wanted conditions to ensure that the
roof would be reconstructed in a manner that replicates the existing roof, using as much of the original
fabric as possible, The project may need to go back to the DRC for final approval. The structure that is to
be demolished needs to be recorded per the guidelines of the Secretary of the Interior Standards, The
Preservation Commillee of the OTPA is willing 10 assist the applicant in this process. It is partly OTPA's
responsibility to preserve the history of Orange. They questioned why the structure that is going to be
demolished is described as being "no longer significant" and "non-contributing", The house that is to be
moved also needs to be documented so that it's historical integrity can be preserved when it is relocated,
One speaker was disappointed that the City was not prepared in the process for this project. The City
needs to be in a position to optimize for the applicant the cost and the procedure that is going to be
necessary for them in the demolition of any structure. The City also needs to have some method in place
to make sure that historical structures don't get to this condition so that they have to be demolished and
they can't be preserved.
ADDlicant's reSDonse
Mr. Tardif does plan 10 accept. if nominated, listing of the relocated structure as a contributing structure
into the Old Towne Orange National Register District. And, he appreciates OTPA's willingness to help
them with the documentation process.
The public hearing was closed,
Commissioner Smith wanted to add a condition about the retention of the architectural features of the
house being moved. It must also be photo documented prior to the move,
Commissioner Pruett referred to condition 5 and thought it would be appropriate to add wording to that
condition because it should be included with the final plans, Add to the end of condition 5: "The
relocated 1915 Craftsman Bungalow shall retain all existing architectural features, including retention,
repair or replacement in kind of existing architectural features and details."
Condition 2 is modified to read: "Prior to issuance of demolition permits. photographic documentation of
the existing structure at 151 South Harwood Street (1906 Hip Roof Collage) and the relocated 1915
Craftsman Bungalow shall be completed in accordance with the Secretary of the Interior Standards to the
satisfaction of Planning staff to allow validation of the retention, repair or replacement of existing
architectural and character defining features and details,"
Commissioner Smith was not sure why the structure fell out of grace from contributing to non-contributing,
but that needs to be examined, She commented that this is a very small structure compared to many in
Old Towne, She asked thai they be reasonable about the amount of documentation and amount of
money to be spent. Personally, she would rather see the money go towards the application for the
National Register, which can be as much as $1,000,

MOTION
Moved by Commissioner Smith and seconded by Commissioner Carlton to approve Mitigated Negative
Declaration, finding that there is no substantial evidence that the project will have a significant impact on
the environment or wildlife resources. And, approve Major Site Plan Review 157-00 with conditions 1
through 13, amending condition 2 to include the photo documentation of both structures and amending
condition 5 adding that the architectural features shall be retained, repaired and replaced in kind of
existing architectural features and details, The project design is compatible with surrounding
development, neighborhoods and conforms to the Old Towne Design Standards. The project conforms
to City development standards and any applicable special design guidelines, The project provides for
safe and adequate vehicular and pedestrian circulation, both on- and off-site. City services are available
and adequate to serve the project. And, the project has been designed to fully mitigate or substantially
minimize adverse environmental effects.

Chairman Bosch asked staff to look into available resources and available programs to assist owners in
identifying deterioration of the structures located in the District.
Commissioner Smith concurred with Ms. Crawford in that it would be nice to have an established process
in the City as to a documentation process, with a listing of expenses. She asked, after the documentation
is completed, where does it go?
Mr, Godlewski replied it is stall's intent to include the completed documentation in the Library, but that
process has not been completely worked through,

4. CONDITIONAL USE PERMIT 2356-00 - CENTURY FAST FOODS, INC, (TACO BELL)
A request to allow the construction of a drive-thru window at a new fast-food restaurant. The site is located
at 490 North Tustin Street.
NOTE:
This project is categorically exempt from the provisions 01 the California Environmental Quality
Act.
No one opposed this project; therefore, the full reading of the staff report was waived.
The public hearing was opened,
Fred Cook. Fred Cook Architects, 3184-B Airwav Avenue. Costa Mesa, represented the applicant, They
have read and accept the conditions of approval. The site is on the southwest corner of Tustin and
Walnut. There is an existing Taco Bell there now, and the applicant is in the process of renewing their
franchise agreement. One of the conditions is to basically build a new store, modifying the plan to meet all
parking requirements, A landscape plan is posted on the wall, but was not given to the Commissioners.
They plan to replace some of the trees with 36" boxed trees. Color boards were shared with the
Commission. There was a revision to the drive-thru lane, solving the cross over problem, Exiting the
drive-thru lane out onto Tustin is for right hand turns only, They could provide sign age if deemed
appropriate.
The public hearing was closed.
It was noted the project is categorically exempt 'rom CEQA review,

Moved by Commissioner Carlton and seconded by Commissioner Romero to approve Conditional Use
Permit 2356-00 with conditions 1 through 17, finding that the permit is granted upon sound principles of
land use and in response to services required by the community, It will not cause deterioration of
bordering land uses or create special problems for the area in which it is located. It has been considered in
relationship to its effect on the community or neighborhood plan, And, it is made subject to those
conditions necessary to preserve the general welfare, not the individual welfare of any particular applicant.

Chairman Bosch is not a fan of adding more driveways onto a busy arterial highway, It's a fairly unique
property in that because of the development to the south regardless of any other problems with
negotiation, there isn't a method by which a shared driveway could be created to combine driveways lor
properties. The design has been handled very well and it has resolved several major problems with regard
to stacking and pedestrian safety on-site that occur with the current store. In reviewing the floor plan and
site plan, he can see no way to reduce the size of the building or change its shape any more without
diminishing the value of the property,
5. CONDITIONAL USE PERMIT 2358-00 - COMPASS HOMES
A request to allow plumbing fixtures in a detached structure. The site is located at 435 South Estate Drive.
NOTE:
This project is categorically exempt from the provisions of the California Environmental Quality
Act.
There was no opposition to this item; therefore, the full reading of the staff report was waived,
The public hearing was opened,
Dick Seav. Proiect Manaqer lor Compass Homes. said this was the fifth and final series of conditional use
permits for a bathroom and bonus room for a detached garage.
The public hearing was closed.
