A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
AND COMMENDING WILLIAM G. STEINER FOR
FIVE YEARS OF DEDICATED SERVICE TO THE
CITY OF ORANGE PLANNING COMMISSION.
WHEREAS, William G. "Bill" Steiner has unselfishly served as a Planning
Commissioner for the last five years; and
WHEREAS, Bill has a diverse background which includes a Bachelor of Arts
Degree in Criminology from the University of California at Berkeley and a Master's Degree
in Social Work from the University of Southern California. Bill's distinguished career has
spanned over 48 years serving in the child welfare field and in various elected offices
including his election to the Orange City Council in November of 1988 and serving as the
Mayor Pro Tern from 1992 through 1994. He served on the Orange County Board of
Supervisors and the Orange Unified School District Board of Trustees; and
WHEREAS, Bill has previously served as the Director of Orangewood Children's
Home and Deputy Director of Children's Services of Orange County. His career includes
employment with the California Youth Authority, the Los Angeles County Department of
Adoptions, the Metropolitan State Hospital, and a variety of residential treatment agencies
serving abused and neglected children. Bill served as the National Program Director for
Childhelp USA and the Project Director for the Mery Griffin Village of Arizona fiom 1999
until 2003; and
WHEREAS, Bill taught Political Science at the University of California, Irvine;
Public Policy at the University of Southern California, and Child Abuse Awareness and
Prevention courses at Chapman University and he is currently a partner in the public affairs
and governmental relations firm, Hebrock Steiner, Inc.; and
WHEREAS, While serving as a Planning Commissioner, Bill played a significant
part in the culmination of some of the City's more complex planning projects such as Lemon
Grove and Serrano Woods Housing projects, the AMLI project, Orange Development
Services Streamlining, Katella Corridor Zone Change, Holy Sepulcher Cemetery expansion,
Ridgeline Equestrian Estates, expansion at The Block (now Outlets at Orange), Salem
Lutheran Church and School expansion, and the General Plan Update; and
WHEREAS, Bill has made his home in the City of Orange where he has raised five
children and watched 16 grandchildren grow up, Bill has made a concentrated effort to be an
active member of the Orange community as evidenced by his involvement in various non-
profits and community groups including the Orange Rotary; and
WHEREAS, Bill's deep devotion to serving the City of Orange is abundantly clear
by acceptance of his son Scott's seat on the Planning Commission when Scott was elected to
a judgeship, and although Bill only intended to finish serving out Scott's term, he stayed for
five years, serving four years as the Chair.
WHEREAS, all of Bill's accomplishments in Orange have made him a well -known
and influential citizen, thus earning him the title of Mr. Big in Orange.
NOW, THEREFORE, BE IT RESOLVED that I, Teresa "Tita" Smith on behalf of
the entire City Council extend our sincere appreciation to Planning Commissioner Bill
Steiner for his leadership and commitment during his five years on the Orange Planning
Commission. Our heartfelt gratitude to you for your on -going commitment to improve the
quality of life in our City and the County through your service to the many service
organizations that you have worked with for the betterment of those in need.
