A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE ESTABLISHING A LETTER
OF UNDERSTANDING BETWEEN THE CITY OF
ORANGE AND THE CITY OF ORANGE POLICE
MANAGEMENT ASSOCIATION EFFECTIVE JULY
1, 2015 THROUGH JUNE 30, 2017.
WHEREAS, the City of Orange, hereinafter referred to as "City," and the City of Orange
Police Management Association have met and conferred in accordance with the requirements of
the Meyers - Milias -Brown Act; and
WHEREAS, the City and City of Orange Police Management Association have reached
agreement on wages, salaries, and other terms and conditions of employment effective July 1,
2015 through June 30, 2017; and
WHEREAS, the City Council of the City of Orange has consulted with its Chief
Negotiator concerning the proposed employment terms contained in the attached Letter of
Understanding;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange
that the attached Letter of Understanding is approved and incorporated by reference as Exhibit
A

EXHIBIT "A"
A LETTER OF UNDERSTANDING
BETWEEN THE CITY OF ORANGE AND
THE CITY OF ORANGE POLICE MANAGEMENT ASSOCIATION
EFFECTIVE JULY 1 2015 THROUGH JUNE 30 2017
This Letter of Understanding ( "LOU ") is entered into by and between the City of Orange and the
City of Orange Police Management Association.
Recitals
A. The City of Orange (hereafter, "City ") and the City of Orange Police
Management Association ( "Association ") hereby enter into this LOU effective July 1, 2015.
B. The parties agree to incorporate the language addressed in this LOU into a new
Memorandum of Understanding ( "New MOU "), once both parties have the opportunity to
review and concur on any and all language changes that will become part of the New MOU. A
New MOU document will be presented to the City Council at a future meeting for its approval.
C. All references to the "MOU" in this LOU shall be to that Memorandum of
Understanding by and between the City and Association adopted by City Council Resolution
No. 10790.
D. This new "LOU" shall supersede the "MOU" (Resolution No. 10790) and was
adopted by the City Council on August 12, 2014.
Agreement
1. Term and Effective Date.
The term of this LOU shall be from July 1, 2015 to June 30, 2017 and will become effective
upon ratification by the Association membership and approval of the City Council.
2. Salary (MOU Appendix "A ").
Implement an across the board base salary increase of 3% for sworn, effective November 1, 2015
and an additional 3% for sworn, effective August 7, 2016.
Implement an across the board base salary increase of 2% for non -sworn, effective October 18,
2015 and an additional 2% for non -sworn, effective June 26, 2016.
Monthly Salary Tables effective June 29, 2014, October 18, 2015, November 1, 2015, June 26,
2016 and August 7, 2016 are attached as Appendix "A ".

3. Medical Insurance (MOU Article XVIII, Section 1B).
Modify Article XVIII, Section 1B of the MOU to provide that the City's contribution on behalf
of each active employee shall be increased by $50 effective January 1, 2016 and increased by an
additional $50 effective January 1, 2017.

4. Vacation Conversion (MOU Article XIV, Section 3).
Effective July 1, 2015, an employee may convert up to 33% of his/her current annual
vacation accrual into cash in lieu of time off with pay during the 2015 -2016 fiscal year.
Effective July 1, 2016, an employee may convert up to 33% of his/her current annual
vacation accrual into cash in lieu of time off with pay during the 2016 -2017 fiscal year.
5. Sick Leave Payout (MOU Article XVI, Section 6).
Effective October 18, 2015, amend Article XVI to allow sick leave payout extended to industrial
disability retirement on same terms as service retirement.
6. Educational Reimbursement (MOU Article XI, Section 1).
Effective October 18, 2015, amend Article XI, Sections ID and E to increase compensation as
follows, for POST Advanced Certificate and a Bachelor's degree from $550 to $600 /month, and
for POST Advanced Certificate and a Master's degree in area related to Law Enforcement or
Public Management from an accredited university as approved by the City Manager or his
designee from $650 to $725 /month.
7. SWAT Team (MOU Article X, Section 1A).
Amend Article X, Section IA to allow the Chief of Police or designee to assign up to 6
employees (from Lieutenant and Sergeant ranks) to the SWAT Team.
8. Overtime (Compensatory Time) (MOU, Article VI).
Revise Article VI to include a new section regarding overtime time /compensatory time, if a
Lieutenant is assigned to a task force, special enforcement or event funded by the state, federal
government or private entity, and overtime worked under that program or event is paid and
reimbursable at a rate of time -and- one -half, the City will pay the Lieutenant at that rate. The
time -and- one -half is NOT applicable unless the contract allows for time - and - one -half and the
City is reimbursed fully for that cost.
9. Language Clean -up /Other.
Implement mutually agreed language clean -up to conform MOU to current practices or
agreements.
10. Status of MOU.
Except as specifically provided and amended herein, the terms and conditions of the MOU shall
govern the provisions of wages, salaries and other benefits for all employees covered by the
MOU through June 30, 2017. This LOU shall not be interpreted to extend and/or limit any other
rights, benefits, or compensation of either party except as specifically provided herein and both
this LOU and MOU shall expire on June 30, 2017.
