A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE APPROVING (A) DESIGN
REVIEW NO. 4847 -16; (B) AMENDED RUNOFF
MANAGEMENT PLAN (ROMP); AND (C) VESTING
TENTATIVE TRACT MAP NOS. 17995, 17987, 17988,
17989, AND 17990 FOR THE MODIFIED SANTIAGO
HILLS II PROJECT GENERALLY LOCATED EAST
OF JAMBOREE ROAD, WEST OF STATE ROUTE
241/261, SOUTH OF IRVINE REGIONAL PARK AND
NORTH OF THE ORANGE CITY LIMIT.
APPLICANT: THE IRVINE COMPANY
WHEREAS, on November 8, 2005, the Orange City Council certified Supplemental
Environmental Impact Report (SEIR) 1278 /Environmental Impact Report (EIR) 1716 (SCH#
1988110905) in accordance with the requirements of the California Environmental Quality Act
CEQA) and approved the Santiago Hills II/ East Orange (SHII/EO) Project (hereafter, "2005
Approved Project "); and
WHEREAS, the 2005 Approved Project allowed for the development of Santiago Hills
II (SHII), generally located east of Jamboree Road, west of SR 241/261, south of Irvine Regional
Park; and north of the Orange City limit and East Orange (EO) Areas 1 and 2, generally located
east of SR 241/261 to Irvine Lake; and
WHEREAS, the Applicant decided not to move forward with the 2005 Approved Project
at that time; and
WHEREAS, in 2014 the Applicant dedicated significant portions of the previously -
approved SHII area and the EO project area in its entirety to the County of Orange as permanent
open space; and
WHEREAS, on December 1, 2015 the Applicant filed an application with the City to
modify the 2005 Approved Project; and
WHEREAS, the proposal to modify the 2005 Approved Project focuses exclusively on
SHII and significantly reduces the development acreage and number of allowed units from 1,746
units on 496 acres to 1,180 units on 396 acres (hereafter, "Modified Project "); and
WHEREAS, the Applicant has submitted appropriate applications, including Design
Review No. 4847 -16 to amend and replace the previously- approved SHII Design Guidelines, an
amendment to the previously- approved Runoff Management Plan (ROMP), and VTTM Nos.
17995, 17987, 17988, 17989, and 17990 to modify the previously- approved street and lot layouts
in certain areas and to further subdivide previously - established lots within SHII; and
WHEREAS, an Addendum is appropriate under CEQA when new information,
circumstances or changes to the project have occurred necessitating revisions to the previously -
approved EIR, but these changes do not result in new significant impacts or the need for new
mitigation measures; and
WHEREAS, the City evaluated the impacts of the Modified Project as compared to the
2005 Approved Project and found that although changes in the project have occurred, these
changes result in similar impacts or less severe impacts compared to the 2005 Approved Project;
and
WHEREAS, because the Modified Project does not cause new significant impacts or the
need for new or modified mitigation measures, the City has determined that an Addendum is
appropriate under CEQA; and
WHEREAS, the City has prepared an Addendum in conformance with the requirements
of CEQA; and
WHEREAS, an Addendum is not required to be circulated for public review, but rather
is provided to the decision - making body to review and consider prior to making a decision on the
Project; and
WHEREAS, on May 18, 2016, the City's Design Review Committee reviewed the
modified Santiago Hills II Design Guidelines, along with the Addendum, and recommended
approval of the Modified Project; and
WHEREAS, the Planning Commission conducted a duly advertised public hearing on
June 6, 2016, at which time interested persons had an opportunity to testify either in support of
or opposition to the Modified Project. The Planning Commission reviewed and considered the
information presented, including any written comments received or public testimony received at
the public hearing, and adopted Resolution No. PC 10 -16 recommending that the City Council
approve the Modified Project, subject to conditions; and
WHEREAS, the City Council conducted a duly advertised public hearing on July 12,
2016, for the purpose of considering the Modified Project, including the amended design
guidelines, amended ROMP, and vesting tentative tract maps; and
WHEREAS, at said public hearing, upon considering all testimony and arguments, if
any, of all persons desiring to be heard, the City Council considered all factors relating to the
Modified Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange
as follows:
Section 1 . The above recitals are true and correct.
Section 2 — Environmental Compliance Resolution No. 10953, previously adopted by
the City Council, approves and adopts the Addendum to SEIR 1278/EIR 1716 which adequately

evaluates the environmental impacts of the Modified Project and is the appropriate document for
CEQA compliance purposes.
Section 3 — Santiago Hills II Design Guidelines Design Review No. 4847 -16 to amend
and replace the previously approved design guidelines with the "Santiago Hills II Design
Guidelines ", dated June 6, 2016, attached hereto and incorporated herein by reference as Exhibit
A ", are hereby approved based upon the following findings:
Required Findings:
In the Old Towne Historic District, the proposed work conforms to the prescriptive
standards and design criteria referenced and /or recommended by the DRC or other
reviewing body for the project (OMC 17.10.070. G.1).
The Modified Project is not located in the Old Towne Historic District, therefore, this
finding does not apply.
In any National Register Historic District, the proposed work complies with the
Secretary of the Interior's standards and guidelines (OMC 17.10.070. G. 2).
The Modified Project is not located in the National Register Historic District therefore,
this finding does not apply.
The project design upholds community aesthetics through the use of an internally
consistent, integrated design theme and is consistent with all adopted specific plans,
applicable design standards, and their required findings (OMC 17.10.070. G. 3).
The Modified Project includes adoption of amended Design Guidelines that are
established to provide a unified design theme for the Santiago Hills II neighborhood.
The Planned Community has been designed such that significant open space areas,
habitat, topographical features, and ridgelines are preserved (particularly along the
interface with Irvine Regional Park).
Development is substantially set back from major streets like Jamboree and Santiago
Canyon Road, providing a substantial landscaped buffer. The proposed landscaping
provides a visual transition and softens the development as viewed from surrounding
areas. Further, the landscape palette focuses on Southern California and drought
tolerant species that relate to the surrounding open space areas adjacent to the project
site.
In addition, the Design Guidelines allow for three complementary Mediterranean
architectural styles that complement each other through similar scale, massing, design
details, materials and colors. The product types and site plan concepts in the Design
Guidelines are consistent with the standards outlined in the Santiago Hills II Planned
Community Standards and are compatible with the surrounding residential
development. Based on the above, the project provides an internally consistent
integrated design theme and upholds community aesthetics.

For infill residential development, as specified in the City of Orange Infill Residential
Design Guidelines, the new structure(s) or addition(s) are compatible with the scale,
massing, orientation, and articulation of the surrounding development and will
preserve or enhance existing neighborhood character (OMC 17.10.070. G. 4).
The Modified Project is not subject to the City of Orange Infill Residential Design
Guidelines, therefore, this finding does not apply.
Section 4 — Amended Run -Off Management Plan (ROMP) The amendment to the
previously- approved Runoff Management Plan (ROMP), dated January 2016, attached hereto
and incorporated herein as "Exhibit B ", is hereby approved, based on the following:
The County of Orange approved the ROMP Amendment in February, 2016, finding it
sufficient. In addition, the City's Public Works Department has reviewed the ROMP and also
finds it sufficient.
Accordingly, the City Council finds that the runoff at project discharge points due to the
Modified Project would be slightly altered from the previous approval, but that the Modified
Project would not change the conclusions of the previously approved ROMP. Therefore, the
ROMP Amendment is in substantial conformance with the previously approved ROMP and
adequate drainage and water quality infrastructure have been incorporated into the Project. The
City Council finds that the ROMP Amendment sufficiently updates the previously approved
ROMP to respond to the Modified Project.
Section 5 — Vesting Tentative Tract Maps Vesting Tentative Tract Map Nos. 17995,
17987, 17988, 17989, and 17990 for the subdivision of land for residential development in Santiago
Hills II as shown in Exhibits "C ", "D ", "E ", "F", and "G ", attached hereto and incorporated herein, are
hereby approved based upon the following finding:
The proposed division of land complies with all requirements of the Subdivision Map
Act and Title 16 Subdivisions of the Orange Municipal Code, and all other resolutions and
ordinances of this City, including, but not limited to, requirements concerning area,
improvements and design, floodwater drainage control, appropriate improved public roads,
sanitary disposal facilities, water supply availability, public safety facilities and environmental
protection.
The Modified- Project and specifically Vesting Tentative Tract Map Nos 17995, 17987,
17988, 17989, and 17990 submitted to the City comply with the requirements of the Subdivision
Map Act and Title 16, Subdivisions, of the Orange Municipal Code as well as all other
resolutions and ordinances of the City. The maps conform to maximum density and minimum lot
size provisions of the Planned Community Regulations as amended. Site planning requirements
related to improvements and design, floodwater drainage control, appropriate improved public
roads, sanitary disposal facilities, public safety facilities and environmental protection have been
addressed either via project design components shown on the maps and associated documents or
through conditions of approval. Further, a sufficient water supply is available to the project as
documented through the water supply assessment submitted to the City by the Irvine Ranch
Water District. Therefore, the project meets this finding.

BE IT FURTHER RESOLVED that the conditions listed in Exhibit "H ", attached
hereto and incorporated herein, shall be imposed with the approval of the Modified Project.
