RES-10961 Level I & II Water Supply ShortageRESOLUTION NO. 10961 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE RESCINDING THE LEVEL I AND II WATER SUPPLY SHORTAGE. WHEREAS, a reliable minimum supply of potable water is essential to the public health, safety and welfare of the people and economy of the southern California region; and WHEREAS, drought conditions in the State of California have improved yet the State continues to experience record dry conditions; and WHEREAS, the City of Orange residents, business, and visitors reduced water use by more than 25 percent compared to 2013; and WHEREAS, one of the two main sources of import water for the region has improved; and WHEREAS, a statewide state of emergency due to drought conditions was declared by Governor Edmund G. Brown, Jr., effective January 17, 2014; and WHEREAS, new regulations taking effect in June 2016 give Orange more autonomy to set conservation goals based on local supply conditions, and the State Water Board expects suppliers to continue to make water conservation a top priority as California enters the summer months, when the opportunity for water savings is greatest; and WHEREAS, the adoption and enforcement of a water conservation and supply shortage program is necessary to manage the City's potable water supply in the short and long -term to avoid, or minimize the effects of the drought and that such program is essential to ensure a reliable and sustainable supply of water for the public health, safety and welfare, and WHEREAS, the City Council has previously adopted Ordinance 05 -14 establishing a Water Conservation and Water Supply Shortage Program and Regulations, which included the adoption of Orange Municipal Code Chapter 7.02 entitled the City of Orange Water Conservation and Water Supply Shortage Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange as follows: That due to improved water storage conditions, the water supply has improved and along with a reduction in consumer demand has together ensured that sufficient water supplies will be available to meet anticipated demands. 2. Rescind Resolution No. 10865 declaring a Level I and II Water Supply Shortage. Implement the Permanent Restrictions as described in Ordinance 05 -14 in order to achieve the necessary water conservation required by the State. 4. Implement a voluntary 21 percent water conservation effort for all residents, business, and visitors. 5. The restrictions imposed by this resolution shall be effective August 9, 2016.
