A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE APPROVING THE CLOSURE OF
SPECIFIED PORTIONS OF PUBLIC STREETS ON A
WEEKLY BASIS AS A CONDITION OF THE
CONDITIONAL USE PERMIT FOR THE ORANGE
HOME GROWN FARMERS AND ARTISANS

WHEREAS, Vehicle Code Section 21101(e) authorizes cities to close portions of streets
for events and other purposes when, in the opinion of the City Council, the closure is necessary
for the safety and protection of persons who are to use that portion of the street during the
temporary closing; and
WHEREAS, since 2017, the City Council has approved the temporary closing of certain
portions of public streets as a condition of Temporary Use Pernuts 0211-17 and 0222-18 for the
Orange Home Grown Farmers and Artisans Market, operated by Orange Home Grown, Inc.; and
WHEREAS, Orange Home Grown, Inc., was granted Conditional Use Permit No. 3100-
19 on October 7, 2019, approving operation of the Farmers and Artisans Market, and superseding
its prior Temporary Use Permit; and
WHEREAS, a condition of CUP 3100-19 is that the City Council approve the closure of
specified portions of public streets to accommodate the Farmers and Artisans Market; and
WHEREAS, the Community Services Department is therefore requesting weekly street
closures as specified herein to accommodate the Orange Home Grown Farmers and Artisans
Market.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Orange as
follows:
Section I•
That a portion of West Palm Avenue between North Cypress Street and North Lemon
Street be closed from 7:00 a.m. to 2:00 p.m. each Saturday beginning January 11, 2020, unless
Orange Home Grown notifies the City, in writing, that no street closure shall occur on a specific
Saturday.
Section II:
That before said closure shall occur Orange Home Grown,Inc. shall comply with the terms
and conditions of CUP No. 3100-19 and other conditions required by City.
Section III•
That before said closure shall occur,the City of Orange Community Services Department,
with assistance from the Public Works Department and the Orange Police Department, shall
provide all signage, barricades, and traff'ic control necessary for the closure, as acceptable to the
City.
