A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE APPROVING THE TEMPORARY
CLOSURE OF SECTIONS OF PUBLIC STREETS
FOR APPROVED SPECIAL EVENTS.
WH REAS, Vehicle Code Sec6on 21101(e) authorizes cities to close portions of streets
for celebrations and local special events when, in the opinion of the CiTy Council, the closing is
necessary for the safety and protection of persons who aze to use that portion of the street during
the temporary closing; and
WHEREAS, the Community Services Department and the Orange International Street
Fair, Inc. have sepazately requested temporary street closures to accommodate several special
events in the streets.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Orange as
follows:
3RD OF JULY CELEBRATION—CITY OF ORANGE COMMIJNITY SERVICES:
SecHon I•
That North Prospect Street be closed from Walnut Avenue to Spring Street with limited
access to Cambridge Creek residents,that Walnut Avenue be closed from North Prospect Street to
Grijalva Pazk, and that McPherson Road be closed from East Pearl to Grijalva Pazk from 9:00
A.M. until 11:00 P.M. on Friday,July 3, 2020.
SecHon II•
That before said closure shall occur, the City of Orange Community Services Department,
with assistance from Orange Police and Public Works Departments, shall provide all signing,
barricades, and traffic conh ol necessary for the closure acceptable to the City.
Section III:
That before said closure shall occur, the City of Orange Community Services Department
shall notify azea businesses, residents, and HOAs of the event, temporary street closure, and
secondary access point in accordance with the Police Depaztment's directions.
ORANGE INTERNATIONAL STREET FAIR,INC.:
Section I•
That Chapman Avenue be closed from Lemon Street to Grand Street and that Glassell
Street be closed from Almond Avenue to Maple Avenue from 7:00 P.M. on Thursday, September
3, 2020, unti16:00 A.M. on Monday, September 7,2020.
Section II•
That before said closure shall occur, Orange International Street Fair, Inc. shall comply
with all terms and conditions pertaining to a preapproved Agreement.
Section III•
That Orange International Street Fair, Inc. shall notify azea residents and businesses of the
event and temporary street closure in acwrdance with the conditions pertaining to the preapproved
Agreement.
TREATS IN THE STREETS AUTUNIN FESTIVAL—CITY OF ORANGE COMMUNITY
SERVICES:
Section I•
That the southeast quadrant of the Plaza be closed from 5:00 A.M. until 1130 P.M. on
Thursday, October 29, 2020.
Section II•
That Chapman Avenue be closed from Lemon Street to Grand Street and that Glassell
Street be closed from Almond Avenue to Maple Avenue from 1:00 P.M. until 11:30 P.M. on
Thursday, October 29, 2020.
Section III•
That before said closure shall occur,the City of Orange Communiry Services Department,
with assistance from Orange Police and Public Works Deparhnents, shall provide all sigiing,
barricades, and traffic control necessary for the closure acceptable to the City.
SecHon IV:
That before said closure shall occur, the City of Orange Community Services Department
shall notify azea residents, businesses, and OCTA of the event and temporary street closure and
parking removal in accordance with the Police DepartmenYs directions.

That before said closure shall occur,the CiTy of Orange Community Services Department,
with assistance from Orange Police and Public Works Departments, shall provide all signing,
barricades and traffic control necessary for the closure acceptable to the City.

That the City of Orange Community Services Department shall notify Ruby's Diner and
OCTA ofthe event and temporary street closure and parking removal in accordance with the Police
DepartmenYs directions.

That the northeast quadrant of the Plaza be closed from 3:00 A.M. on Sunday, December
6, 2020,until 10:00 A.M. on Monday, December 7, 2020.

That Chapman Avenue be closed from Lemon Street to Grand Street and that Glassell
Street be closed from Almond Avenue to Maple Avenue from 3:00 A.M. until 1130 P.M. on
Sunday, December 6, 2020.
Section III:
That before said closure shall occur, the CiTy of Orange Community Services Department
with assistance from Orange Police and Public Works Departments shall provide all signing,
barricades, and traffic control necessary for the closure acceptable to the City.
Section IV:
That the CiTy of Orange CommuniTy Services Department shall notify azea residents,

Section I•
That Chapman Avenue from Olive to Cambridge Street,that Olive Street from Washington
to Maple Avenue, that Orange Street from Almond to Maple Avenue, that Shaffer, Harwood, and
Pine Streets from Almond to Maple Avenue, that Grand Street from Chapman to Maple Avenue,
that Center Street from Almond to Chapman Avenue, and that Glassell Street from Washington to
Maple Avenue be closed from 5:00 A.M.until approximately 1:00 P.M. on Saturday,May 2,2020.
Section II:
That before said closure shall occur, Orange Chamber of Commerce shall comply with all
terms and condiGons pertaining to a preapproved Agreement.
Section III•
That Orange Chamber of Commerce shall notify area residents and businesses of the event
and temporary street closure in accordance with the conditions pertaining to the preapproved
Agreement.
