A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE APPROVING THE FISCAL
YEAR 2020-2021 PAVEMENT MANAGEMENT
PROGRAM BUDGET TO INCORPORATE A LIST OF
EIGHT ARTERIAL STREETS TO BE FUNDED BY
SB 1 (THE ROAD REPAIR AND ACCOUNTABILITY
ACT) AND APPROPRIATE ROAD MAINTENANCE
AND REHABILITATION ACCOUNT FUNDING.
WfI REA5, the City of Orange (the "City") is a municipal corporation which exercises
govemmental functions and powers, and is organized and existing under the laws of the State of
Califomia; and
WHEREAS, Senate Bill 1 ("SB 1"), the Road Repair and Accountability Act of 2017
Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor
in April 2017 in order to address the significant multi-modal transportation funding shortfalls
statewide; and
WH REAS,SB 1 includes accountability and transparency provisions that will ensure the
residents of the City aze awaze of the projects proposed for funding in our community and which
projects have been completed each fiscal yeaz; and
WHEREAS, the CiTy must include a list of all projects proposed to receive funding from
the Road Maintenance and Rehabilitation Account ("RMItA"), created by SB 1, in the CiTy
budget, which must include a description and the location of each proposed project, a proposed
schedule for the projecYs completion, and the estimated useful life of the improvement; and
WHEREAS,the City of Orange,will receive and estimated$2,600,000 in RNII2A funding
in Fiscal Yeaz 2020-2021 from SB 1; and
WHEREAS, the City of Orange Public Works Department used the Citywide Pavement
Management Program to find streets rated with a Pavement Condition Index (PCI) ranging from
21-82 (out of a maYimum score of 100) indicating the need for street rehabilitation to develop the
SB 1 project list to ensure revenues aze being used on the most high-priority and cost-effective
projects that also meet the community's priorities for transportation investment; and
WHEREAS, the funding from SB 1 will help the CiTy rehabilitate eight (8) streets. The
scope of rehabilitation in general consists of ADA compliant access ramps, localized removal and
replacement of the existing pavement,asphalt concrete overlay,removal and replacement of failed
sections of curb and gutter, driveways, sidewalks, cross gutters, spandrels, and adjustment of
manholes and water valve covers to gade throughout the Ciry this yeaz, and hundreds of similar
projects into the future; and
WI EREAS, the City Public Works Department will select streets from the project list
based on the available funding received; and
WHEREAS, the 2018 Califomia Statewide Local Streets and Roads Needs Assessment
found that the City streets and roads aze in an"Good"condition and this revenue will help the City
increase the overall quality of its road system and over the next decade will maintain its streeu
and roads in a"Good" condition; and
WHEREAS, the proposed street rehabilitation will extend the estimate useful life of the
road system up to an additional 15 yeazs; and
WHEREAS, the local street and road system is critical for farm to mazket needs,
interconnectivity,multimodal needs, and commerce; and
WHEREAS, maintaining and preserving the local street and road system in good
condition will reduce drive times and traffic congestion, improve bicycle safety, and make the
pedestrian experience safer and more appealing, which lead to reduced vehicle emissions, helping
the State achieve its air quality and greenhouse gas emissions reductions goals; and
WHEREAS,restoring roads before they fail also reduces construction time which results
in less air pollution from heavy equipment and less water pollution from site run-off.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange,
on the basis of the facts set forth in the agenda repor[presented to it and any testimony received
at the meeting at which this matter was considered, as follows:
1. The City Council finds and determines that the foregoing recitals aze true and conect.
2. The Pavement Management Progam budget for fiscal yeaz 2020-2021 is amended to
incorporate the following list of projects planned to be funded with Road Maintenance and
Rehabilitation Account revenues:
