A RESOLUTION OF THE CITY COUNCIL OF THE
CTTY OF ORANGE AUTHORIZING APPLICATION
FOR, AND RECEIPT OF, LOCAL GOVERNMENT
PLANNING SUPPORT GRAN'i' PROGRAM FUNDS.
WHEREAS, pursuant to Health and Safety Code Section 50515 et seq., the State of Califomia,
Department of Housing and Community Development ("DepartmenY') is authorized to issue a Notice of
Funding Availability("NOFA")as part ofthe Local Government Planning Support Grants Program("Local
Early Action Planning Grants Program"or"LEAP"); and
WHEREAS,the City Council of the City of Orange desires to submit a LEAP grant application
package ("Applicatiod') on the forms provided by the Department, for approval of gant funding for
projects that assist in the prepazation and adoption of planning documents and process improvements that
accelerate housing production and facilitate compliance to implement the sixth cycle ofthe regional housing
need assessment;and
WfI REAS, the Deparhnent has issued a NOFA and Application on 7anuary 27, 2020 in the
amount of$1]9,040,000 for assistance to all California jurisdictions.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Orange that:
l. The City is authorized to apply for and submit the Application package to the Department.
2. If the Application is approved by the Department,the City is authorized to enter into, execute,
and deliver a State of California Standard Agreement("Standard AgreemenP') for an amount
of up to $500,000, and any and all other documents required or deemed necessary or
appropriate to evidence and secure the LEAP grant,and perform the City's obligations related
thereto.
3. If the Application is approved by the Department, the City will be subject to the tecros and
conditions as specified in the NOFA and the Standard Agreement provided by the Deparhnent;
the Application and any and all accompanying documents will be incorporated in full as part
of the Standazd Agreement;any and all activities funded, information provided, and timelines
represented in the Application will be enforceable through the fully executed Standazd
Agreement; and pursuant to the NOFA and in conjunction with the terms of the Standard
Agreement, the Ciry will use the funds for eligible uses and allowable expenditures in the
manner presented and specifically identified in the approved Application.
4. The City's Community Development Director is hereby authorized to execute the City of
Orange LEAP program Application, any and all LEAP grant documents associated with the
Application, and any amendments thereto, on behalf of the City as required by the Deparknent
for receipt of the LEAP grant.
