A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE, CALLING AND GIVING NOTICE
OF THE HOLDING OF A GENERAL MUNICIPAL
ELECTION TO BE HELD ON TUESDAY,
NOVEMBER 3, 2020, FOR THE ELECTION OF
CERTAIN OFFICERS AND ALL OTHER MEASURES
AS PROPOSED OR AUTHORIZED BY THE CITY
COUNCIL, AND REQUESTING THE BOARD OF
SUPERVISORS OF THE COUNTY OF ORANGE TO
CONSOLIDATE THE GENERAL MUNICIPAL
ELECTION WITH THE STATEWIDE GENERAL
ELECTION TO BE HELD PURSUANT TO
ELECTIONS CODE SECTION 10403 RELATING TO
GENERAL LAW CITIES.
WHEREAS, under the provisions of the laws relating to General Law Cities in the State
of Califomia, a General Municipal Election shall be held on November 3, 2020, for the election
of Municipal Officers; and
WHEREAS, it is desirable that the General Municipal Election be consolidated with the
Statewide General Election to be held on the same date and that within the city, the precincts,
polling places and election officers of the two elections be the same, and that the Boazd of
Supervisors of the County of Orange (hereinafter, County) canvass the rehuns of the General
Municipal Election and that the election be held in all respects as if there were only one election;
and
V1'IEREAS, on February 11, 2020, the City Council adopted Resolution No. 11214
requesting and consenting to consolidation of elections and submitting to the City voters at the
next regulaz Municipal Election to be held on November 3, 2020, a ballot measure relating to the
approval of Resolution No. 11188 approving General Plan Amendment No. 2018-001 for the
Trails at Santiago Creek Project.
NOW, THEREFORE, the City Council of the CiTy of Orange does hereby resolve,
declare, determine and order as follows:
SECTION I. Pursuant to the requirements of the laws of the State of California relating
to General Law Cities, there is called and ordered to be held in the City of Orange, on Tuesday,
November 3, 2020, a General Municipal Election for the purpose of electing a Mayor for the full
term of two (2) yeazs; one (1) Member of the City Council from District 1 for a term of two (2)
yeazs (per Ordinance No. 06-19); one (1) Member of the City Council from District 2 for the full
term of four (4) yeazs; one (1) Member of the City Council from District 3 for the full term of
four (4) years; one (1) Member of the City Council from District 5 for the full term of four (4)
yeazs; a City Treasurer for the full term of four (4) yeazs; and a City Clerk for the full term of
four(4) yeazs.
SECTION 2. The City Council, pursuant to Resolution No. 11214, does order submitted
to the voters at the General Municipal Election the following question:
Shall Resolution No. 11188, approved by the Orange City
Council, to amend the General Plan with respect to the
approximately 109.2 acre property located at 6145 E. Santiago YES
Canyon Road, which cusently allows for a mixture of sand and
gravel operation/processing, residential, open space, and other
uses, to allow for the Trails at Santiago Creek project, consisting
of 128 single-family homes on approximately 40.7 acres and
designating approximately 68.5 acres for open space, creek NO
restoration, and ublic multi-use recreation trails, be ado ted?"
SECTION 3. The ballots to be used at the election shall be in a form and content as
required by law.
SECTION 4. The City Clerk is authorized, instructed and d'uected to procure and fumish
any and all official ballots, notices, printed matter and all supplies, equipment and pazaphemalia
that may be necessary in order to properly and lawfully conduct the election.
SECTION 5. Vote Centers for the election shall be open at seven o'clock a.m. of the day
of the election and shall remain open continuously from that time until eight o'clock p.m. of the
same day when the Vote Centers shall be closed, pursuant to Election Code Section
4005(a)(3)(A), except as provided in Section 14401 of the Elections Code of the State of
California.
SECTION 6. In all particulars not recited in this Resolution, the election shall be held
and conducted as provided by law for holding municipal elections.
SECTION 7. That pursuant to the requirements of Section 10403 of the Elections Code,
the CounTy is hereby requested to consent and agree to the consolidation of a General Municipal
Election with the Statewide General Election on Tuesday, November 3, 2020, for the purpose of
electing a Mayor for the full term of two (2) years; one (1) Member of the City Council from
District 1 for a term of two (2) yeazs (per Ordinance No. 06-19); one (1) Member of the City
Council from District 2 for the full term of four (4) years; one (1) Member of the City Council
from District 3 for the full term of four (4) yeazs; one (1) Member of the CiTy Council from
District 5 for the full term of four (4) yeazs; a City Treasurer for the full term of four (4) yeazs;
and a City Clerk for the full term of four (4) years.
SECTION 8. The County is authorized to canvass the returns of the Regulaz Municipal
Election. The election shall be held in all steps necessary for the holding of the consolidated
election.

SECTION 9. The City of Orange recognizes that additional costs will be incurred by the
County by reason of this consolidation and agees to reimburse the CounTy for any costs.
SECTION 10. Notice of the time and place of holding the election is given and the City
Clerk is authorized, instructed and directed to give fiu ther or additional notice of the election, in
time, form and manner as required by law.
SECTION 11. The City Clerk is hereby directed to file a certified copy of this
Resolution with the Board of Supervisors of the County of Orange and the Registrar of Voters of
the County of Orange.
SECTION 12. That in the event of a tie vote (if any rivo or more persons receive an
equal and the highest number of votes for an o ce) as certified by the Election Official, the City
Council, in accordance with Elections Code Section 15651 (b), shall conduct a special runoff
election to resolve the tie vote and such special runoff election is to be held on a Tuesday not less
than 40 days nor more than 125 days after the administrative or judicial certification of the
election which resulted in a tie vote.
SECTION 13. That the Ciry Clerk shall certify the adoption of this Resolution and enter
it into the book of original Resolutions.
