The City Council of the City of Orange, California convened a Study Session on March 13,
2012 at 8:40 p.m. in the Council Chambers, 300 E. Chapman Avenue, Orange, California.

Mayor pro tem Bilodeau asked staff to look into a County "call for projects" on bike trails.

8.1 Update on the Proposed FY 2012 -13 Budget. (C2500.E.4)
Staff provided a power point presentation, outlining the status of the FY 12 budget, projections
for FY 13, impacts of the Redevelopment Agency dissolution and a summary of position
analysis.

Councilmember Whitaker spoke on funding for CIP projects which were formerly funded
through the Redevelopment Agency.
Mayor pro tem Bilodeau asked about frozen positions, suggesting that if a position has been
vacant for more than 18 months, it probably could be eliminated.
Mayor Cavecche spoke on the need to determine which programs and positions, formerly
funded through the Redevelopment Agency, can be moved into the General Fund. She noted
programs which were important to her included Graffiti Removal, Code Enforcement, Holiday
Decorations in the Plaza and the need for some semblance of an Economic Development
Program to attract business in the city.
Mayor Cavecche asked for information to be provided to the Council on Library donations
from the Friends of the Library and the Library Foundation; and any trail maintenance issues
that are not able to be met.

The City Council adjourned at 9:10 p.m.
Declaration of City Clerk, Mary E. Murphy, declaring posting of the City Council Agenda of
a Study Session on March 13, 2012 at Orange Civic Center kiosk, Police Facility at 1107
North Batavia, and Orange Public Library at 407 N. Chapman; all of said locations being in
the City of Orange and freely accessible to members of the public at least 72 hours before
commencement of said Study Session.
