OF AN ADJOURNED REGULAR MEETING May 22, 2012
The City Council of the City of Orange, California, convened an Adjourned Regular Meeting at
8:30 p.m. on May 22, 2012, in the Council Chambers, 300 E. Chapman Avenue, Orange,
California.

8.1 Update on the Proposed FY 2012 -13 Budget, and Capital Improvement Plan.
Rick Otto, Assistant City Manager, reviewed a power point presentation, outlining the status of
the current budget and projections for the FY 12 -13 Budget.
He reviewed Internal Service Fund allocations, clarifying many are based on departmental
payroll expenses and that an additional $3.1 million is needed for full funding levels.
Councilmember Whitaker suggested the need to put away another $1 million for future PERS costs.

Joe DeFrancesco, Public Works Director, reviewed Capital Improvement Projects.
Councilmember Whitaker suggested the city needs to find a way to put money aside since
Redevelopment funds are no longer available for CIP projects.
Mayor Cavecche spoke on the increase in Workers Comp numbers, wanting to see the impacts of
organizational assessments, need for more police officers on the street, the need for a Volunteer
Coordinator in this budget, impacts of losing Redevelopment funds, adjustment of
Redevelopment move - overs, potential budget adjustments in the Fall; and noted she did not mind
using more unreserved fund balance for Internal Service Funds.
Councilmember Smith suggested programs to help reduce Workers Comp claims; and agreed on
the need to reinstate the Volunteer Coordinator position.
Councilmember Whitaker also suggested ways to reduce Workers Comp claims, including
working with a Third Party Administrator and Attorneys to close cases and making sure
employees are able to get back to work quickly.
Council consensus was to hold a budget hearing on June 26 noting that the budget is a living
document and adjustments can be made if necessary.

10. ADJOURNMENT — The City Council adjourned at 9:30 p.m. to its Regular Meeting of
Tuesday, June 12, 2012 at 4:30 p.m. in the Council Chambers.
Declaration of City Clerk, Mary E. Murphy, declaring posting of the City Council Agenda of a
Study Session on May 22, 2012 at Orange Civic Center kiosk, Police Facility at 1107 North
Batavia, and Orange Public Library at 407 N. Chapman; all of said locations being in the City
of Orange and freely accessible to members of the public at least 72 hours before
commencement of said Study Session.
