SPECIAL TRIB UTE TO CO UNCILMEMBER JON D UMITR U December 4, 2012 Outgoing Councilmember Jon Dumitru was honored for his eight years of service. Comments by outgoing Councilmember Jon Dumitru I first want to thank you all, thank you all for coming, thank you Mayor, Mayor -elect Smith, Fred, Denis. As many of you have known over the last eight years, it is very, very important to me to remember how we govern. It matters a lot both inside and outside of government, supporters and critics, to create a culture that works for our residents and our business community. We have learned that as a community, good government is government that will work, and is open and collaborative. Good government is long term, and our decisions have consequences that will reach well into the future. As we have mentioned, Steve Ambriz was one of my dearest friends ... growing up we had plotted the takeover of City Hall. From the Orange County Mining Company looking over the entire City, we would say "this is our domain now ". When we were seniors in High School, we reached for the stars. But, he told me when I first came into office "be careful, the decisions you make will be around for a long time." He certainly was right. The people placed a tremendous amount of trust in us as elected officials, and they put us here to get it right for the community, not for ourselves. In other words, it is always to work to the right answer, not necessarily our answer. We have, over the last few years as a council, stayed very well focused, understanding that we were constrained by our financial realities. We have concentrated on the core of the City. It has become increasingly more apparent that healthy cities have a healthy core. Our economically sound city is the heart—it provides jobs, and the cultural and social life to folks throughout the region, and our City. It provides an economic engine, rather than a drain on our local resources, but more importantly our entire City – our colleagues, we never forgot our customers. They pay the bills, they pay for our services, and we have always been, as a Council, and City staff, responsive to our customers. We as a Council have used great discipline in our budgeting. We have lived in a very competitive environment where families get to choose where they live, and they continue to make Orange their home. Our goal I believe, united as a Council, has always been to make Orange the greatest City in the United States to live, work, and play, and of course, raise a family. We've had to be very, very financially strong, and we provide excellent City services. We've all done this throughout the years. Over the years I have championed a number of items to bring forward to a vote and create public policy, but I never ever said this was "my" item, or "I ", but rather "we" as a collective. It was myself, my colleagues here on the Council, the City Attorney's office, and our City staff. It always worked to bring forward a final project to vote on and then the public to embrace. Whenever something gets done, it is not one person, it is an entire City. As a Council, we have made Orange a safer place. We as a Council opened new parks and recreational facilities, and we together have always worked for our businesses and our residents here in the City. When I was sworn in in 2004, the first thing I said was "thank you" for entrusting me to be a leader in the City, and it was always my hope that I would never let you down. I want to start this by first saying, I am so incredibly appreciative of the time that you have all allowed me to serve you on the City Council. Who knew that so many years ago, a kid being born at Chapman Hospital growing up here in Orange, would get the chance to live out a lifelong dream of serving a community I was born and raised in, and that I truly love. When I first started this adventure, I knew that I was going to have the opportunity to work with absolutely wonderful people, and a great City Staff: Our Community Services staff —their hard work with events, always seemed flawless, well run, perfectly budgeted. The concerts, the fireworks, the flag raising, keeping our bathrooms clean, and our pool sparkling, and our parks open. Ms. Knight and her staff do an excellent job, and my thanks to them for doing all that you do. Our Public Works and Water Department staff —they are truly the unsung heroes of the City of Orange. A lot of people don't see them, and that is a good thing. They keep our infrastructure strong and our water clean, and pure, and that is no small task. Mr. DeFrancesco, your staff is to be commended. They do a tremendous amount of work. Our Finance staff —of course they need to be thanked, without them nothing gets paid, our contracts don't get evaluated for fiscal impact, and they have a tough job making sure the five of us keep on track on our budget. Our Human Resources Department —have done a tremendous job. They have hired so many good people that care about the City of Orange not just as a job, but understanding the community that we live in and that we love. Our Economic Development team — retaining businesses in the City of Orange and brining more businesses here to create more jobs, the opportunity for folks to move to Orange. Our Police Department —are an amazing group of men and women, sworn and civilian, that are on the streets in bikes and cars, and do a truly impossible job demanding on themselves, and their family. I am always amazed to see the compassion and caring that comes from each one of them. They carry a gun, but it is amazing how many times they stop just to bend over, talk to someone, and ask a question. I am always been very impressed with our police officers here in the City of Orange. Chief Gustafson and Captain Cahill, please share with your staff a heartfelt thanks in all they do in keeping us safe every day. Page 3 CITY COUNCIL MINUTES December 4, 2012 5. SPECIAL TRIBUTE TO COUNCILMEMBER JONDUMITRU (Continued) Our Fire Department —these guys are the ones I have the most interaction with every day. I am truly thankful for each and every one of them. For all they do, all their hard work, their compassion and service above self. I have seen these guys completely geared up running into fires, and stopping at the door to help a small child that might be scared. As you know, they have been asked to take a lot of steps over the last two years, and they keep coming forward and doing it time and time again. I am very impressed with them. To the Members of the City of Orange Firefighters Local 2384, your president, Fire Captain Greg Lewin is an amazing steward who always vigorously represents your needs, interest, and is always educating those who need more information. Greg is a good man. I personally respect him, value his friendship, leadership and willingness to lend a hand. I hope we can continue to be friends for many years to come. To both our safety groups, again, always in harm's way, I wish that every night when you finish your shift that you make it home safely. I have always been told as a Councilman, never pick a favorite department. However, I have never been good at that and I have a favorite department here in the City of Orange. That is our Library. Our library staff run an amazing array of services to help educate our youth, as well as our adults, to provide access that is unparalleled to a lot of cities in the County of Orange. Of course, my mom used to work there. So, I have a lot of exposure since being a toddler with our libraries here in Orange. Between our Friends of the Library, our Library Board of Trustees and the staff at the libraries, thank you all for doing such an amazing job every day. Our City Attorney's staff —first Mr. DeBerry, our former City Attorney, always kept knocking me back into play. I would come up with a crazy idea at 3:00 in the morning and he would tell me how it just doesn't work, and then I would find in the Constitution where it did work. But, we would have great debates and I was absolutely honored to work with him. Mr. Sheatz, thank you for all you have done. I loved bringing forward ideas and working together with you to bring it to a vote. Mr. Winthers, thank you for working for the City, protecting our interests in court, and protecting us now as the City Attorney. Our City Clerk's staff — simply, thank you. You guys do a lot of work, you keep us straight, you keep all our paperwork flowing, and very friendly reminders when things are due. Our City Manager's staff —Mr. Otto, thank you for your dedication and your friendship, your willingness to hear a joke once in a while, and then doing one better. Mrs. Hernandez, she is absolutely wonderful here in the city. She has a dedication at this City that is unparalleled from City staff. She is Switzerland in many incidents, taking no sides, but making sure everybody is heard. She has an amazing love for Orange and I am honored to call her a friend. Mr. Sibley, thank you for your friendship, your guidance, your being a mentor. I have truly a lot of respect for you and the job your task with. I truly understand how exactly difficult it is. You have done a tremendous job with what we have asked. Page 4 CITY COUNCIL MINUTES December 4, 2012 S. SPECIAL TRIBUTE TO COUNCILMEMBER JONDUMITRU(Continued) I know that I may have missed a group somewhere, but I am proud to have the opportunity to tell each and every one of you that you are each ambassadors, and I want to say thank you for everything you do each and every day. To my colleagues, I will start with those coming on board. Mark, thank you for your time when we did serve together. You were always a mentor. You were always protective, and I appreciate you very much. Even more when you left the dais and you became a sounding board. Your guidance and your thoughts were very much appreciated at all times. Mike, good luck to you. I have a football in the back that you gave me eight years ago. It is still back there for you. Remember, you throw it at the walls, and it bounces right back at you. Good luck, and Godspeed to you. I look forward to watching what you do, and applauding you as you succeed. Fred, we met eight years ago, when we were both campaigning. I was, and I am still, incredibly impressed with you. Your dedication to the City of Orange, and passion for the law - it brings a lot to the City Council. It has been helpful and enlightening. Mignon, thank you for letting Fred serve. I know that it takes a lot to allow him to be gone as much as he is. Fred, I have a little gift for you. It is a picture that hung in my office, and it is of the Plaza. Before every Council meeting, I always come into my office and I would take a look at three pictures, and this is one of them. It always reminded me that while we were a big city, there is a heart in this city, and the heart is our Old Towne area, and it is our Plaza. I want you to have this to hang in your office to remember how important the City is as a whole, but that as a whole, there is a heart our downtown area. Tita, Mayor -elect Smith, there is nobody that has known me longer than you. I have known you since I was incredibly little and I have enjoyed serving with you on Council more than I can ever say. It has been an absolute pleasure and honor - your guidance, your caring, not just for me, but for the community as a whole. You are a wonderful leader. I am excited to watch you flourish in our Sweet, Sweet, Orange and become an even stronger, more grounded tree. And Bill, thank you sir, for letting Tita spend so much time away from you and dedicated to the City for so many years. And Tita, I got you a little gift – an orange tree. As you nurture the City of Orange as mayor, I hope you will remember every day that as you nurture the City of Orange, you nurture that tree, and as it gets bigger and stronger, so will Orange under your leadership. Denis, you and I have had a lot of adventures together. We still have many, many more to come. We laugh at each other's dumb jokes, I think we spend a lot of time together for whatever reason we decide. We tell stories like it is the first time we ever heard it, and yet we have told it 15 or 20 times. But you are one of my best friends. This is something you know I have kept at the dais every day. It is a book called The Heart of a Leader and as you know our mutual friend, a very good friend of ours, Steve Ambriz, who has passed – actually he was taken - this was something that was left on his desk. Actually Bridget gave it to me. He had left it on his desk with a note on it with a little reminder —it was about a year later, that he still never gave it to me, but he wanted me to have this and I have always kept it at every position on the dais that I have been at, and I want to pass it on to you to always remember Steve. Page 5 CITY COUNCIL MINUTES December 4, 2012 5. SPECIAL TRIBUTE TO COUNCILMEMBER JONDUMITRU(Continued) Carolyn, I have a great deal of respect for you. You have made the City of Orange matter on a regional scale. Your involvement on so many boards, and commissions throughout the County of Orange gave us a voice again. Instead of the City of Anaheim, or Santa Ana deciding what is best for Orange, you decided what was best for Orange. I still remember a very cold, rainy night in November where you and I were standing together at the Registrar of Voters watching vote tallies come in and celebrating, not celebrating, and celebrating again as we went through the night. You and I along the way have had disagreements and healthy debates, but I have always respected your opinions. I have always respected your ideas, and respect you. And, I want to thank you, I know it has been tough at times. In your trust in appointing me to the Orange County Sanitation District following your time on there was amazing and the ability to follow in your footsteps there was a true honor for me. I know that your guidance, most importantly your friendship through the years has been truly been an honor for me. Rick, Kendra, Willie, and Stephen, thank you guys - I know it has been tough on you too, and your dedication to the City of Orange and your mom's service to the City of Orange. And, I have a little gift for you Carolyn. It is my last copy that I had bought from the Smith Nut House and that's our book here in the City of Orange written by Phil Brigandi, "Orange, the City Around the Plaza." I wanted to make sure that you had this as a reminder. I want to thank a couple of other people from my past of course. Mrs. Hazel Stover, I am sure she is watching from home and I am sure some of you know that name. She was my high school History teacher my junior year. She was the first person that really channeled my desire for debate and politics. We were always on opposite sides of every political issue you could imagine. She really ignited a fire in me that is still yet to be quenched. I want to thank her publicly. She saw something in a kid and you made it happen. The second is very heartfelt for me, also an Orange High School teacher, who worked so incredibly hard to make sure every kid gets a chance. He makes sure every kid gets a chance, and when they fall short, I have seen it happen multiple times now, he mortgages the house to make sure these kids dreams come true. Literally mortgages his house. Of course, he is a former "Citizen of the Year" of the City of Orange, and that is Mr. Michael Short. I have had the pleasure of being your student, having you opened an entire world of music to me. The ability to travel the world and sing in the most amazing venues you could ever imagine. You have taught me so much about compassion and service, than anybody I could ever think of. You are a very special person to thousands of students and people throughout the City of Orange. You were never my teacher for three years. You have been my teacher for 23 years. I appreciate it. Dan Slater, Mike Spurgeon, Jim Beam, Joanne Coontz, thank you for your service, for your guidance, for always having a helpful word, or a phone call, or an email. It has always been appreciated. The history of the City of Orange rests with you, and you reminding us of that history has always been of value to me. My friends, Eric, Mike, Gayle, Danielle, and so many others, thank you so much for your friendship, and trust me, I know it has been tough at times through the years. All of you dedicated so much times in campaigns, ideas, holding signs, walking neighborhoods. Page 6 CITY COUNCIL MINUTES December 4, 2012 5. SPECIAL TRIBUTE TO COUNCILMEMBER JONDUMITRU (Continued) To my family, thank you so much for allowing me the time and putting up with the questions, sometimes criticism. I know you never signed up for it, it was never lost on me that you sacrificed so much so I could do something special. The only regret I have in serving on the City Council was my father not being here to see what we have done with Orange to make it a stronger place. I have never seen myself doing something that was politically safe, or whatever a poll says. My job has never been just to tell people what they wanted to hear, to do politically correct things, but rather to do the right thing. I have done what I am proud of and I have accomplished many, many things. I was never interested in Orange becoming Rome, or Paris, or London, but a City whose uniqueness would cause people to want to live here, work and raise a family, to be entertained and to visit. I continue to enjoy the beauty of our City, the neighborhoods of our City, and the great educational institutes of our City. The unique businesses of our City and the people of our City are the ones that make these areas of Orange work, and flourish. As of today, I return to the private life, or getting back to being an advocate for good government. I know that some day, I will represent the City of Orange once again in some capacity. And what that is, I have no idea yet, but it will come to me. Tita, God bless you in your time as Mayor, God bless each and every one of you and may God's blessings always shine on the City of Orange. Thank you. 6. SPECIAL TRIBUTE TO MAYOR CAROLYN CAVECCHE Outgoing Mayor Carolyn Cavecche was honored for her twelve years of service. Comments by outgoing Mayor Carolyn V. Cavecche I want to thank everyone for being here. I first want to congratulate our Councilmembers -elect Mark Murphy and Mike Alvarez. You were both sitting on this dais almost 12 years ago when I was first elected. You were both here, so I know that our City is in experienced hands, and I couldn't be more pleased. Mike, to you and your wife April, the best to all of you in going forward. To my dear friend Mayor -elect Tita Smith, I know you will do such a wonderful job as our mayor. I will be praying for you and anything that I can do to make your tenure as mayor a successI will always be here for you as well. Although I have never, not once, in my six years as mayor ever have to use my gavel, a mayor does need one just in case, so please accept this (gavel) with my best wishes in the hope that you will never have to use yours either. My election night almost 12 years ago is still very clear to me. At the Cavecche home we treated that like a family field trip and all of us headed down to the Registrar of Voters to watch the ballots come in. And when I had won and we were headed out to our parking lot, my husband Rick stopped us and said - if we were going to do this as a family, we had better start in prayer, so my first memory is of the five of us standing in the parking lot of the County Registrar of Voters office praying together. I know that they have never stopped praying for me over these 12 years. It has been a third of my marriage, we have had high school graduations, college graduations, and a wedding — welcome David. Steven was in his last week of kindergarten when I was sworn in and he is now in his last year of high school. We have laughed together, cried, Page 7 CITY COUNCIL MINUTES December 4, 2012 6. SPECIAL TRIBUTE TO MAYOR CAROLYN CAVECCHE (Continued) walked precincts, but most of all, the Cavecches completely fell in love with the City of Orange. This has been my family's life and I know I would have never been able to do this without them. So, Rick and Kendra, and Willy and Steven and now David, thank you for allowing me the privilege of doing this. I have loved you all so very much. We have here in the City of Orange an incredibly dedicated group of public servants who work for the City. I have worked with two City Managers, Dave Rudat and John Sibley and I want to express my gratitude to them both for their years of service to Orange and to our council. Being a city manager is not a fun job, but John, what I want to say to you is, I appreciate your heart and your love for this City and our community. It is evident. You have an incredible staff. Rick Otto and Irma Hernandez, you have always been there for us, for our residents, and our businesses. Rick, I know you are probably very glad that I am not going to be picking up the phone on a weekly basis and saying "I have another problem for you to figure out ". I just wanted to thank you both very, very, much. It has been a pleasure to work with you. I have worked with two City Attorneys, David DeBerry, and Wayne Winthers. And David is here tonight, thank you. You have kept us out of trouble, but more importantly you have both been what I consider trusted advisors personally. I want to let you know how much I value what you have done not only for Council, but for me, personally. Thank you both very much. During my tenure the Council has had three council assistants. Diane Hornsby for my first five and a half years, Debbie Gabler has handled my life for the past six months or so, and Virginia Nerio took care of me when I first became Mayor for five and a half years. Now the five of us, we are not an easy group to work for. I know that my schedule alone has been enough to give you nightmares. But, it has been a joy to work with all of you. You have become my friends. Thank you so very much. Watching the City of Orange staff persevere and work on behalf of the residents and businesses has been inspiring. I continue to believe that public service is an honorable pursuit and I know that a lot of people don't think that any more, but I do. You are all true public servants and it has been my honor to work alongside of you for these years. Finally, and most importantly, I want to thank the residents of the City of Orange for allowing me to serve. I have loved being your councilmember and then mayor. When I first took my seat on this dais, I made staff leave Mr. Spurgeon's name on my name plate facing me, so I have looked at Mr. Spurgeon's name for 12 years. I did that because I wanted to remember that there are many people who sat on this dais before me and to realize that there will be many people who will sit on this dais after me. The fact that I am just a small part of this incredible city's history has been the privilege of a life time. I will forever be humbled and grateful for your support. OATH OF OFFICE (Continued) Comments by newly- elected Councilmember MurphX Thank you very much. First and foremost, thank you to everyone here tonight, and all the warm congratulatory wishes that I and my family have received since the election. You know, it is truly a privilege to be able to serve in the community you were born and raised in. I am an Orange High grad as well. Having had a chance to step away for a little while and watch from the other side of the dais - it really is a humbling experience to be able to come back on, and to be so welcomed and so supported as I move forward. First and foremost, thanks to my mom and my wife, Lois and Vikki. I have so many other friends in the audience as well that I have known for a long, long time - from high school colleagues to customers on my first newspaper route, to the mayor that first appointed me to an appointed post in the City of Orange. I want to say thanks to all my friends and all of those who have gotten involved over the years and came out again at this time to support me. I have to put a plug in for my work, Hewlett Packard, as well, that unequivically said - Mark, we want you to go back into office, and in fact, we would be mad if you don't, so please serve. That is an extraordinary privilege as well because not all businesses think quite that way. I am very fortunate to be involved with one that does. The organizations that are represented here this evening, and all the discussions about all the support and involvement in the community —that to me is what makes Orange unique and a special place to live. Finally, I want to say thank you to all the employees. I said to you individually, and I will say it publically -often times we have the easiest job in the city. We sit up here and make the best decisions we can and push the buttons, but it's the city employees who actually make it happen each and every day, every phone call, every call to a house, every emergency call. It is because the employees actually are professionals and take their jobs so seriously and do them so very, very well. I don't have to tell you it is a great place to live, work, and raise a family. I think we are all evidence of that here. But I just want to say again thank you so much for the privilege and opportunities. To my colleagues on the council, I look forward to working with you all. To my former colleagues that are out in the audience, thanks for the opportunity you presented and put together for me to come up and do this one more time. Last, I will end with one of my favorite quotes - there are certain variations of it. "What I firmly believe is there is no limit to what an entity, a community, or an individual can accomplish, if he or she doesn't mind who gets the credit ". So, with that, I know we will work collaboratively together to make sure Orange is a great place to live, work, and raise a family. God bless you all and thank you all so much. Looking at the Cavecche family, that was a unit that really worked. And, I am proud to say that my unit is out here too that gets to endure the next four years. My wife April, and my mother, Connie who is sitting here, my brother Jacob, my sister Pat and her son Vincent and all my family that is here. I really, really appreciate that, we are going to need the support. The best thing about being part of this group is that it is faith based. I am real excited about that. I think it is something that we can share and will give us a great strength together, and I look forward to working with everybody that way. My Bible study group is here, and even though they think that I am getting sworn in today and it ends for them, no it doesn't. Your prayers, and thoughts, and support are going to be very, very important to me. As Councilman Murphy said, "It is great to come back." It is such a pleasure and such an honor to represent Orange again. I look forward to it. I look forward to the tough times and the good times, but I think you have to agree, this looks like a pretty good team that has been put together by the city, by the people who worked so hard for us on our behalf, the firefighters, all of the people from Orange Park Acres, and everybody that we knocked on their doors and I said "Hey, I am running for Council, and they opened it." But importantly, I know we have a tough job ahead. We have a tough economy ahead. I think you can rest assured that the transfer has been made.... Carolyn, from you to us, and to Mayor Smith, and I think we are ready to go forward. Thank you very much. Comments by newly- elected Mayor Smith Ladies and gentlemen, I thank you so much for your time. It is such an important night in our city - every two years and four years, we induct new members of leadership and it is such a very important night. Thank you very much for those of you who have stayed and greetings to those of you now watching us on television. The first thing that I want to do is say "thank you" to the voters of Orange. I am humbled and thrilled to be chosen by you to serve as the next mayor of Orange, California in the United States of America, the center of democracy and freedom for the world. I just took the oath of office about a mile and a half from where I was born at St. Joseph's Hospital. My husband and I live maybe two blocks from City Hall. We have lived within five blocks of City Hall our whole marriage, 44 and a half years. This is my hometown where my family for five generations has lived and worked, grown and celebrated, laughed and cried, and eventually said good bye as some have passed on to our Lord. Just like thousands of other families who have built this beautiful, blessed community we call Orange. It has taken careful deliberate work of neighbors, and families and businesses, side -by -side to build this solid community ever under the watchful eye of voters who have elected leaders since 1888. OATH OF OFFICE (Continued) lots of money to give their opinions of who we should choose in leadership, but I continue to be in awe and so proud of our Orange community which insists that we emphatically choose the leaders we want. I thank you for your spirit and resolve. Speaking of Orange residents with spirit and resolve, I would like to introduce my family to you. The people that I had assembled behind me as I took my oath of office were very deliberate. I had my dad who came to Orange in the 1920s. My husband - we were married in 1968 at Holy Family Cathedral, three of our four children, and our two granddaughters who live in Orange. So we represent four generations of family life, faith, love, volunteerism, and crazy fun in the City of Orange. I really want to introduce you to the fellow who began to help me fall in love with Orange. This is a guy raised in Orange since the 1920s, a student at Center Street School, Intermediate School, and Orange Union High School Student Body President, Class of '43 - my father Gene Smith. And I introduce my dad with special memory of my dear mom Joanie Smith - West Orange School, Intermediate School, and Orange Union High School, Class of '45, who looks down with glee on us tonight. I am wearing a little pin that was my mother's when she was at West Orange School many years ago, and she gave it to me when I was about eight, and I am amazed that I haven't lost it because I used to wear it all the time, and with this I want to say "Hi mom ", and thanks for all your help on the campaign because I think she did a great job. I am honored to have most of my brothers and sisters here with us tonight and they really worked so hard for Orange in so many ways - Little League, Street Fairs, church, schools, all kinds of things I introduce to you my brother, Father Christopher, my brother, Matthew, my brother Tad is in Chicago, a principal of a school, my sister, Maria, and my sister, Monica. Our brother Tim was not able to make it tonight, but I want to tell you that all of us were raised here in Orange where our mom and dad focused us on our church and our community. It was their first guidance and example that caused us to fall in love with Orange and become invested in Orange. . First of all, before that, I would like to humiliate my husband and ask him to stand up along with our children. I am so thrilled to have three of our four children here tonight. Our daughter Angela, and her husband John, our son Luke, his wife Heather, our granddaughters Sage and Madison please stand along with our son Patrick, and his fiance Lanelle. We all send greetings to our son Nathan, who is not able to be with us tonight. I want to thank all of my family who really know what campaigning is about. They have done every job in the campaign, and I am outing my secret weapon, my family, and would like them all to please stand up. When you run for office there are only certain people that you can ask to do certain things and that falls to the family - clean up after every event, calling at times that aren't popular, the sign guys. I thank you so very much. Now, to my extended family. The family of Orange, and all of you who have all worked so hard for our victory, you are the people who put this Council in place, and I can't thank you enough for all of your work, your energy, your ideas, knocking on doors, carrying literature to every neighborhood in Orange. Literally, our campaign reached 77 precincts out of 80. The three we did not reach are factories in the industrial areas. These are also the people who called voters, got out the vote, put up the yard signs, wrote checks, hosted events, sent emails, and Page 11 CITY COUNCIL MINUTES December 4, 2012 7. OATH OF OFFICE (Continued) Facebooking, and doing all that it takes to promote the values that we insist on in Orange. Not to just put people in office, but to promote our values— strong families, safe neighborhoods, vibrant businesses, financial strength and community unity. I am the person who will be sitting up here as mayor, but it is our City of Orange, our community that we vow to protect, cherish, and nurture. It's our victory my friends and I am so excited to represent you who are the true stakeholders in Orange —each of you with very distinct roles. I do want to give deep appreciation to some really special people who went above and beyond, whose support was substantial in this campaign. First and foremost, Mayor Carolyn Cavecche and her crack campaign team —thank you so very much. Carolyn took the risk to endorse me several years ago, from day one and through this campaign. For her and her family, for their tireless work in this campaign, I am eternally grateful. In the last eight years on Council with you Carolyn, I have learned so much on leadership and compromise. You often talk about people who love Orange, but I know few others who love Orange more than you do. Based on your investment of time, energy, and brainpower on making sure Orange is safe and secure. I thank you so very much for your support in this mayoral campaign. And you have left our city in good order, and you have left me a set of very high - heeled shoes to fill. I would like to mention an anecdote that the women in the audience might find interesting. There has only been three women elected in the City of Orange. In 124 -1/2 years, only three women have ever been elected. With my election as mayor, all three of us have also now been elected mayor. I would like to send special greetings to the first lady mayor, Joanne Coontz, who I know is watching us on tv tonight. She was the first. In my campaign about 18 months ago we gathered a team that some called my "kitchen cabinet ", but I call it my "Plaza Cabinet ". The Plaza in our city is the heart of our city. I have deep appreciation to the following men and women who really and truly invested their heart and soul for the last 18 months ensuring the leadership was secure. That is Roger Hobbs, Bill Steiner, Mike Spurgeon, Mayor Beam, Lisa Blanc, Arianna Barrios, Barry Cottle, Tom Grochow, Doug Willits, Brian Lochrie, Stu Livingstone, and Bill Smith. I thank you so very much. I thank the Orange City firefighters who covered all the precincts in the City of Orange that had voters. Thank you very much Greg, for your leadership as the president of the Orange City firefighters. And thank you Lee Valdez - the City of Orange Police Association helped us tremendously in the mail and in so many ways. The passionate residents of Orange Park Acres and East Orange, the many flyers they dropped, and how many miles they walked for causes very important to our City, including our campaign. I thank you, your leaders, and your families. You are an essential part of Orange and I am very blessed to know all of you. I thank Supervisor Bill Campbell who helped us. Special thanks to Tom and Jeanie Grochow and their family who led our precinct walking effort, again for the third time. Tom you are really good at this, really, really good. You were great. You opened your home every Saturday for many, many weeks. Thank you very much Tom. I also see some very familiar faces from many years ago when I was the youth minister at Holy Family Cathedral. They are all now a little older, the same as I am, but I am now so touched by Page 12 CITY COUNCIL MINUTES December 4, 2012 7. OATH OF OFFICE (Continued) your loyalty, who I met as teenagers, and young adults when they were in their early twenties, the choice group from Holy Family Cathedral. When you mentioned being founded on faith, that was the time when Bill and I were both the youth ministers. We qualified perfectly because I was young, blonde, and energetic, and Bill played the guitar, so we were perfect. We had a wonderful time and made great friends. Their kids are now the age they were when I first met them. I know I have not mentioned by name many, many, people who worked very hard and stood with us on the road to the Mayor of Orange. I offer my apologies for any omissions and I send to you, and you know who you are, my deepest thanks for your investment in sweet, sweet Orange. I call Orange sweet, sweet Orange. It's a song. You are going to be hearing that more these next couple of years. As I met even more people in Orange through this campaign I was so touched by the passion people in Orange have for their neighborhoods, for their homes, for their families, for their businesses. Everyone wants to tell you why they love Orange and how long they have been here. Why they thought of moving and decided not to and are so glad that they stayed. It is no wonder people rave about Orange. It's because of you. Because you are the heart and soul of Orange and I often say to Bill, how blessed can two people be? I say I was "hatched" here at St. Joseph's Hospital here in this community. It's where I was placed. Bill is an import from Santa Ana, but we call him an "Orangite" now because he has been here for so long. Now, to the work at hand. Richard Callahan who ran for council - he is a writer for the Sentry. He has commented on us waxing nostalgically about Orange. We have a lot of work to do here, but the nostalgia and celebration of the true life of Orange is something we just can't get away from. To the work at hand, I want to tell you, it's been my absolute pleasure to work with the outstanding staff of the City of Orange these past eight years. I hate to admit how long it has been, but I served on the Planning Commission for almost 13 years before those eight years, so I have been interfacing with staff of the City of Orange for a long time with great pleasure. They have taught me a lot. We met each other, me as a Councilwoman in 2004, on a ship sailing calm seas with a balmy breeze, and a great budget. The winds changed in late 2007, and I am truly proud to have weathered this huge storm with our City of Orange staff these past five years. It is your sacrifices on so many counts that have enabled us, our City, to have moved forward and we will continue to move forward even more. Our staff is working with a deficit of nearly 100 people less than on the roster five years ago. Yet, City services remain strong and our community continues to brag about our staff. I am most proud to know that our City Council including the folks sitting here tonight, and Mark Murphy, under the leadership of Mayor Carolyn and our staff all under the keen direction of our City Manager, John Sibley, and 11 department heads managed to bridge a $15 million shortfall without laying off one employee. I look forward to working with you our City team in this new capacity. I look forward to it more than you know City of Orange employees. We will start working together immediately. We still have many gaps to bridge. We are striving for continued financial stability. Continued improvements to our infrastructure, the acquisition of more open space and trails, and of great importance to me the creation of more jobs in Orange is something we have to have —more jobs in our City. OATH OF OFFICE (Continued) To address each of you on the council: Mayor pro tern Bilodeau, I appreciate your expertise on traffic and with water, and I look forward to serving another two years with you. Councilman Whitaker, your quick thinking and awesome knowledge of the law is great to have here on the dais. Thank you for all the creative ideas you have implemented in our system over the last six years. Mark Murphy, I thank you for loving Orange so much to come back again after 18 years of service, to go through another campaign and join us again. I welcome your maturity, your insight, your expertise. Mark, it is great to have you here. And Mike - Do you realize you and I were appointees to the Planning Commission at the same time? May of 1992. We were the same appointment. May of 1992, we started on the Planning Commission. I welcome your vast experience in Orange, and especially Mike I am thrilled to have a representative of the Latino community on our Council with all the gifts you bring in that area. In closing, let me say that one of the great joys to me in this campaign was thinking of the tens of thousands of communities across our nation that were holding elections for their leaders of their community. Think about it —an entire nation doing what we did on the campaign trail, celebrating democracy as Americans in the land of liberty and freedom. I consider it a privilege to serve as the Mayor of Orange with this city council. But, with privilege comes the call to absolute integrity. This is how we will lead, and how we will serve, and how we expect you to judge us is with the privilege of serving as your Council. We will serve with absolute integrity. Please pray together for all of us and all our community. I continue to ask God's blessing on America, and especially on our sweet, sweet Orange. Thank you very much. 8.
