Notice to Public:
If you are interested in addressing the Design Review Committee on any item,
please fill out your full name and address on a gray card provided at the meeting
and submit the completed card to the Chair. The Design Review Committee
Chair will call your name and allow you to speak when the item is considered.
When you speak to the Design Review Committee, state your full name and
address for the record. Members of the public must direct their questions to the
Chair and not to other members of the Committee, the staff, the applicant, or the
audience. Speaking time is limited to three (3) minutes per person, so please
organize your comments accordingly.
The Chair will:
1. Introduce the item
2. Receive the staff report
3. Receive the applicant’s presentation
4. Receive public input
5. Lead Committee discussion and determination
NOTE: Any Public Record that is distributed less than 72 hours prior to the
Design Review Committee meeting will be made available at the Design
Review Committee meeting and at the City Clerk’s office counter at City Hall,
300 E. Chapman Avenue, Orange, CA 92866.

of 1990 (42 U.S.C. Sec. 12132) and the federal rules and regulations adopted in
implementation thereof, the Agenda and/or Packet will be made available in

2.1 APPROVAL OF MINUTES: November 6, 2019
All matters that are listed under the Consent Calendar are considered to be routine by the Design
Review Committee and will be enacted by one motion. There will be no separate discussion of
said items unless members of the Design Review Committee, staff, or the public request specific
items to be removed from the Consent Calendar for separate action.

3.1 DESIGN REVIEW NO. 4979-19 – METSOVAS PLAZA
• Final determination regarding the awning fabric and color for a façade improvement
to a commercial building. The project was approved by the Design Review
Committee on August 7, 2019.

3.2 DESIGN REVIEW NO. 4966-19 – 76 GAS STATION RENOVATION
• Final determination regarding landscape/irrigation plans for a gas station renovation
project. The Design Review Committee recommended approval of the project to the
Planning Commission on September 18, 2019.

3.3 DESIGN REVIEW NO. 4977-19 – RONALD MCDONALD HOUSE EXPANSION
• A proposal to construct a 20,483 square foot addition to the Orange County Ronald
McDonald House. The Ronald McDonald House will expand from 21 bedrooms to 44
bedrooms. A surface parking lot with 44 parking spaces will be provided on the south
side of the property. An existing historic single-family residence at 802 W. Culver
Avenue will be incorporated into the site and converted to office use.

3.4 DESIGN REVIEW NO. 4989-19 – 114 N. OLIVE STREET
• A proposal to convert a 2,622 square foot historic industrial building to a restaurant in
the Old Towne Historic District.

4. ADJOURNMENT:
The next regular meeting is scheduled for Wednesday, December 18, 2019, at 5:30 p.m.
in the Council Chamber.
APPEAL PROCEDURE
Any final determination by the Design Review Committee may be appealed, and such appeal must be filed
within 15 calendar days after the action is taken. This appeal shall be made in written form to the Community
Development Department, accompanied by an initial appeal deposit fee of $1,000.00.
The Community Development Department, upon filing of said appeal, will set petition for public hearing before
the City Planning Commission at the earliest possible date.
If you challenge any City of Orange decision in court, you may be limited to raising only those issues you or
someone else raised at the public meeting described on this agenda, or in a written correspondence delivered to
the Design Review Committee at, or prior to, the public meeting.
