3. NEW HEARINGS:
3.1 OLD TOWNE HISTORIC DISTRICT BOUNDARY
ADJUSTMENT
The City of Orange is proposing to expand the boundary of the local Old
Towne Historic District (Historic District) to include 12 properties in the 100
and 200 block of south Batavia Street. The Historic District boundary is
currently the centerline of Batavia Street. Under Orange Municipal Code
Chapter 17.17, historic district designation is processed as an overlay zone
with protections for historic resources added to the base zoning. The following
properties are proposed to be added to the Historic District.
LOCATION:
NOTE:
The historic district overlay zone is categorically exempt from the provisions
of the California Environmental Quality Act (CEQA) per State CEQA
Guidelines 15308 (Class 8 – Actions by Regulatory Agencies for Protection of
the Environment) and 15331 (Class 31 – Historical Resource
Restoration/Rehabilitation). The overlay zone is established for the protection
of historic resources and makes no changes to the land uses permitted by the
base zoning. The regulatory process for projects within the historic district
overlay zone involves review to ensure conformance with the Secretary of the
Interior’s Standards for the Treatment of Historic Properties (SOI Standards).
The Historic Preservation Design Standards for Old Towne, required for
projects within the Historic District, are consistent with and incorporate the
SOI Standards. Expansion of the overlay zone ensures that additional historic
resources and the Old Towne Historic District as a whole will be preserved
and protected from changes that may affect the integrity of it s historic
character, design, materials, and features.
RECOMMENDED ACTION:
Adopt Planning Commission Resolution 26-18. Approval of Zone
Change No. 1289-18 and adoption of an ordinance to expand an
existing historic district overlay zone to add 12 properties on South
Batavia Street to the local Old Towne Historic District and update the
City of Orange historic resources inventory.

3.2 ZONE ORDINANCE LAND USE MATRIX AND USE STANDARD
CONSOLIDATION (CITYWIDE)
The City of Orange is proposing to consolidate multiple existing land use matrices,
special use standards, conditional use standards, prohibited uses, and standards for
unlisted uses for all land use sections of Title 17 (the Zoning Code). This proposed
ordinance establishes a single Master Land Use Matrix, reorganizes existing Code
content and serves to promote ease of use and elimination of redundancy. Limited new
supplemental text is incorporated to clarify City policy regarding table content and
incorporates supplemental text to clarify City policy regarding table content.
LOCATION: CITYWIDE
NOTE:
The proposed Ordinance is not a project under the California Environmental Quality
Act (CEQA) pursuant to the definition of a project provided in Section 15378(b)(5) of
State CEQA Guidelines because the activity undertaken is consolidation and
clarification of existing land use tables and use standards text. The activity will not
result in direct or indirect physical changes in the environment. No public review is
required.
RECOMMENDED ACTION:
Adopt Planning Commission Resolution 27-18 recommending City
Council approval of an ordinance amending Title 17 of the Orange
Municipal Code to consolidate existing land use tables and use
standards into a single chapter entitled Master Land Use Matrix in
Title 17 of the Orange Municipal Code.
4. ADJOURNMENT:
The next regular Planning Commission Meeting will be held on
September 5, 2018 at 7:00 p.m. in the Weimer Room.
APPEAL PROCEDURES
Any final determination by the Planning Commission may be appealed, and such
appeal must be filed within 15 calendar days after the Planning Commission action.
This appeal shall be made in written form to the Community Development
Department, accompanied by an initial appeal deposit of $1,000.00.
The City Clerk, upon filing of said appeal, will set petition for public hearing before
the City Council at the earliest date. All owners of property located within 300 feet of
the project site will be notified by the City Clerk of said hearing. For additional
