1. SUBJECT
Award of Contract - Bid No. 156 -21; SP -3937; Annual Concrete Replacement at Various
Locations, Fiscal Year 2015 -16 (FY16).
2. SUMMARY
Bids for Annual Concrete Replacement at Various Locations Project, FY16 were received, and
opened on November 30, 2015. Eight bidders responded to the Notice Inviting Bids. The apparent
low bidder is EBS General Engineering, Inc. of Corona California in the amount of $506,000.
3. RECOMMENDED ACTION
Award the contract in the amount of $506,500 to EBS General Engineering, Inc., Corona, CA
92879 and authorize the Mayor and the City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted and available in the following accounts:
263.5021.51700.00000 Measure M — Contractual Services $ 170,000
263.5011.56330.13120 Pavement Management $ 387,150
Total: $ 557,150

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance
public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -of-
way.
7. DISCUSSION and BACKGROUND
The City Council previously approved advertisement forbids on November 10, 2015. The project
was publicly advertised for two weeks. The bids were opened on November 30, 2015. Eight
bidders responded as follow:

This project is part of the annual street maintenance activities for curb and gutter, sidewalk,
driveway, and cross gutter replacement at various locations citywide. The City has prepared a list
of streets requiring concrete rehabilitation for high maintenance areas for FYI 6.
The estimated total quantities for the Annual Concrete Replacement Project at Various Locations,
FYI is as follows:
1. 4,000
linear feet of curb and gutter
2. 41,000
square feet of sidewalk
3. 3,000
square feet of driveway apron
4. 4,000
square feet cross gutter and spandrel
The total estimated construction cost including 10% contingencies and construction engineering
is $557,150.
Construction is scheduled to begin in late February 2016 and be completed by June 2016.
