1. SUBJECT
General Plan Amendment 2014 -0001, an amendment to the Orange General Plan including text
and graphic updates, and limited changes to City policies for document accuracy.
2. SUMMARY
General Plan Amendment No. 2014 -0001 involves an accuracy review of the City of Orange 2010
General Plan. Since adoption of the General Plan a variety of City capital projects and plan updates
anticipated in the General Plan have been completed. In addition, there have been changes in some
of the outside agencies involved with the provision of City services, as well as the policy
documents administered by regional and state agencies. The proposed revisions involve text and
graphic updates, and limited non - substantive changes to City policies identified in the General
Plan. The affected General Plan Elements include: Land Use, Circulation and Mobility, Natural
Resources, Noise, Cultural Resources & Historic Preservation, Infrastructure, and Economic
Development. Text revisions are also proposed to the General Plan Implementation Plan.
3. RECOMMENDATION
(1) Find that the proposed General Plan Amendment is within the scope of the previously -
approved 2010 General Plan, which was evaluated in certified Program EIR No. 1815 -09; and
find that the Program EIR adequately addresses the document accuracy revisions for purposes
of CEQA and no new environmental documents are required.
(2) Adopt Resolution No. 10911 approving General Plan Amendment No. 2014 -0001 amending
the Orange General Plan including text and graphic updates, and limited changes to City
policies for document accuracy.

4. FISCAL IMPACT
None.
5. STRATEGIC PLAN GOAL(S)
General Plan maintenance is in alignment with all five goals of the City's Strategic Plan.
6. GENERAL PLAN IMPLEMENTATION
The proposed General Plan Amendment maintains the accuracy of the General Plan for purposes
of effective implementation.
7. DISCUSSION and BACKGROUND :1
The City of Orange Comprehensive General Plan Update and its associated EIR were adopted in
March 2010. The General Plan elements and Implementation Plan include a variety of text and
graphic references to facilities, programs, City policy documents, and public agencies the City
interacts with that represent a snapshot in time as of March 2010. Since adoption of the General
Plan, a variety of changes have occurred that have caused certain content of the General Plan to
become inaccurate. In some instances, policies and procedures of outside agencies that provide
service to, or have jurisdiction over, the City of Orange have also changed resulting in the need to
refresh General Plan content specific to those agencies.
Due to the role the General Plan plays as a blueprint for growth and change in the community, and
the lengthy and resource - intensive process associated with the 2010 General Plan Update effort, it
is imperative that the content be reviewed on a regular basis and amended as needed to maintain
the relevance and utility of the Plan. Effort devoted to regular document maintenance will afford
the City the ability over time to perform more substantive element amendments in a targeted and
strategic manner at a lower cost and shorter timeframe than a comprehensive update to a General
Plan with an accumulation of deferred maintenance.

graphic updates, and limited changes to City policies identified in the General Plan.
The General Plan Amendment involves changes to the following sections of the General Plan:

• Natural Resources Element
• Noise Element
• Cultural Resources & Historic Preservation Element
• Infrastructure Element
• Economic Development Element
• General Plan Implementation Plan
All proposed revisions are straight - forward in nature as presented in Attachment 2.
It should be noted that revisions to the Public Safety Element will be brought forward under a
separate General Plan Amendment due to the fact that the California Board of Forestry and Fire
Protection (BFFP) has established criteria since adoption of the 2010 General Plan for Public
Safety Element content. Community Development and Fire Department staff are working together
to review BFFP Public Safety Element requirements in relation to the City's General Plan. This
process will continue for an extended period of time; therefore, staff is moving forward with a
refresh of the remaining General Plan and Implementation Plan content.
Planning staff worked closely with representatives from the Community Services, Economic
Development, Library, Fire, Police, and Public Works Departments on the review of the General
Plan content and identification of text and graphics warranting revisions. Formal review by the
Staff Review Committee or other decision - making bodies was not required.
Public Notice
A City Council public hearing notice was published in the Orange City News on November 25,
2015. Due to the citywide nature of the General Plan document and the fact that the proposed
accuracy revisions do not affect individual properties, no direct mailing of notices occurred.
Hearing notices were also posted at City Hall, City Library, and City Fire Department posting
locations.
Planning Commission Review
The Planning Commission conducted a public hearing on the proposed General Plan Amendment
on August 17, 2015. There were no speakers for the item. The Commission adopted Resolution
No. PC 25 -15, recommending approval to the City Council by a vote of 4 -0. The Planning
Commission Minutes and Staff Report are provided as Attachments 3 and 4.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE APPROVING
GENERAL PLAN AMENDMENT NO. 2014 -0001
AMENDING THE ORANGE GENERAL PLAN
INCLUDING TEXT AND GRAPHIC UPDATES,
AND LIMITED CHANGES TO CITY POLICIES
FOR DOCUMENT ACCURACY.
APPLICANT: CITY OF ORANGE
WHEREAS, the City of Orange adopted a comprehensive update to the General Plan on
March 9, 2010; and
WHEREAS, since adoption of the General Plan a variety of City capital projects and
plan updates anticipated in the General Plan have been completed; and
WHEREAS, since adoption of the General Plan there have been changes in some of the
outside agencies involved with the provision of City services, as well as the policy documents
administered by regional and state agencies; and
WHEREAS, since adoption of the General Plan the Orange Redevelopment Agency was
dissolved as a result of state legislative actions; and
WHEREAS, since adoption of the General Plan individual development projects
involving General Plan land use amendments have been approved; and
WHEREAS, the Planning Commission, having considered the proposed changes to the
General Plan contained herein at a public hearing held on August 17, 2015, including review of
the staff report and receiving public testimony on the item, has determined that General Plan
Amendment No. 2014 -0001 is justified and recommended City Council approval thereof; and
WHEREAS, the City Council having considered the proposed changes to the General
Plan contained herein at a public hearing held on December 8, 2015, including review of the staff
report and receiving public testimony on the item, has determined that General Plan Amendment
No. 2014 -0001 is justified.
NOW, THEREFORE, BE IT RESOLVED that the City Council approve General Plan
Amendment No. 2014 -0001, and associated text and graphic revisions as depicted in Exhibit "A"
(Amended Text and Graphics, shown in tracked changes), `B" (Amended Text and Graphics,
clean) attached hereto and incorporated by this reference based on the following findings:
