Resolution No. 10912 — A Resolution of the City Council of the City of Orange amending the
Master Schedule of Fees and Charges to adjust Ground Ambulance Transportation Rates.
2. SUMMARY
Emergency Ground Ambulance Transportation rates for Orange have been kept consistent with
those approved by the Orange County Board of Supervisors. The proposed rates reflect a 22 %
increase for Orange. Staff recommends City Council take similar action approving rates for the
City of Orange effective December 1, 2015. This fee increase will not affect a resident who
subscribes to the voluntary Paramedic Subscription Program ($48 /year).
3. RECOMMENDED ACTION
Adopt Resolution No. 10912.
4. FISCAL IMPACT
The ground ambulance transportation rate changes will result in an approximate increase of
$308,973 in additional revenue to the Emergency Transport Program Fund (125).

7. DISCUSSION and BACKGROUND
Specific charges relative to emergency ground ambulance transportation by private ambulance
service providers are determined by a resolution set forth by the County of Orange Board of
Supervisors (BOS). The methodology for calculation and application of future annual adjustments
for these rates was approved by the BOS on 7/24/2012. New rates for ambulance transport specific
fees effective 11/1/2015 have been approved by the BOS. Traditionally the City of Orange adopts
the same fees established by the BOS. The Fire Department recommends updating our transport
fees to remain consistent with the updated fees being charged for ambulance transportation by
providers throughout Orange County.

Based upon the revenue from emergency transports performed in FY 2014 -2015, the proposed
ground ambulance transportation rate changes should result in an increase of approximately
$308,973 in additional revenue to the Emergency Transport Program Fund (125) when taking into
account our historical mean average collection rate of 35 %.
