SUBJECT Purchase eight miscellaneous service vehicles for the Department of Public Works and the Community Services Department. 2. SUMMARY —7--71 Purchase of eight vehicles from Ford of Orange, located in Orange, California through a Cooperative Purchasing Agreement (CPA). These vehicles are for the Public Works Department (6) and the Community Services Department (2). 3. RECOMMENDED ACTION 1. Authorize the purchase of six half -ton service trucks, a one -ton service body truck and one mid -size utility vehicle from Ford of Orange. 2. Authorize the City Manager to surplus the replaced vehicles. Total expenditure for eight vehicles: $ 231,395.36 4. FISCAL IMPACT Funds are currently allocated for these vehicles in the following account: 720.5023.55212.00000 Motor Vehicle Replacements $ 326,000 ITEM aa7 1 12/8/15 1 5. STRATEGIC PLAN GOAL(S) Ia. GENERAL PLAN IMPLEMENTATION Infrastructure Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Public Safety Element Goal 6.0 Provide public safety services of the highest quality. 7. DISCUSSION and BACKGROUND After review of the current vehicle replacement list, it was determined that an existing cooperative bid could be used to purchase eight vehicles. These eight vehicles are on the approved vehicle replacement list in the fiscal year 2015/16. • Six half -ton service trucks for the Public Works Department (5) and Community Services Department (1). • A one -ton service body truck (1) for Community Services Department. • One mid -size utility vehicle for the Public Works Department. Replacing vehicles originally purchased in 2000 through 2006. The above eight vehicles have been identified for replacement due to their high usage, high mileage, and increased repair costs. They are becoming difficult to keep operational and require additional oversight, attention, and maintenance. In conjunction with the Finance Department, the purchase of the eight vehicles will be completed using a CPA with the City of LaVerne, P.O. No. 32857. This purchase order was issued to Ford of Orange on June 16, 2015. There are no additional costs or surcharges to be paid by the City of Orange to participate in this agreement. Ford of Orange is located in the City of Orange and qualifies for the "Local Bidder Preference ". Section 3.08.250 of the Orange Municipal Code provides that local bidders shall be granted a sales tax preference of one percent of the amount of that portion of the bid amount which is subject to sales tax (Ord. 12 -99). Cost Breakdown: See Attached Bid Abstract Ford of Orange (eight vehicles) Total Expenditure $ 231,395.36 ITEM 2 12/8/15 In addition to the purchase of these vehicles, safety lighting and communications outfitting is needed, some of which will be removed from existing vehicles. Additional funds have been set aside within the budget to meet any standard outfitting needs. The vehicles to be replaced with new are noted below. - Community Services: o Parks Division 1385; 1387 - Department of Public Works: o Maintenance Division 1290; 1268; 1270 o Water Division 1390; 1459; 1466 8.
