SUMMARY The bids for the Roof Coating at Water warehouse were received and opened on November 12, 2015. Three bidders responded to the Notice Inviting Bids. The apparent low bidder is Industrial Coating & Restoration, Inc., of Oceanside, CA for $34,000.00. The Engineer's construction estimate was $29,750.00. 3. RECOMMENDED ACTION Award the contract in the amount of $34,000.00 to Industrial Coating & Restoration, Inc., and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. FISCAL IMPACT Funds are budgeted and available in the following account: 600.8041.51401.00000 Repairs to Buildings and Fixed Equipment $ 59,900 5. STRATEGIC PLAN GOAL(S) 1 b. GENERAL PLAN IMPLEMENTATION Economic Development Element Goal 6.0 Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.2: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND This project consists of applying a coating to the roof of the Water warehouse along Almond Avenue. The Water warehouse and welding shop roof has been leaking and there is concern for potential damage to supplies and equipment. Public Works staff has assessed the roof condition and is recommending an effective remedy to eliminate leaks. Further, the project scope will utilize an economical design alternative using a Polyurethane Foam Roof System that will remedy existing roof leaks and extend the life of the roof. This alternative is a more cost effective solution than a complete removal and replacement of the existing roof system. This application will extend the expected service life of the roof by about 15 years. The existing roof has no insulation and a thicker and stronger polyurethane foam coat will add needed insulation, remedy leaks by providing waterproofing, and strengthen the structure of the roof. The bid solicitation was advertised on October 22, 2015 for a period of three weeks, and bids were opened on November 12, 2015. Three bids received are as follows: 1) Industrial Coating & Restoration, Inc., Oceanside............ $ 34,000.00 2) Best Contracting Services, Inc., Gardena .......................... $ 46,750.00 3) Universal Coatings, Inc., Fresno ........ ............................... $ 60,520.00 After reference checks were performed, staff is recommending awarding the contract to Industrial Coating & Restoration, Inc. Construction is scheduled to begin in late December 2015 and is expected to be completed within twenty calendar days barring any weather delays. 18.
