SUBJECT Award of Contract - Bid No. 156 -13; Emergency Generator for Carver Pump Station (W -674). 2. SUMMARY Eight bids for the Emergency Generator for Carver Pump Station were received and opened on November 19, 2015. The apparent low bidder is TSR Construction and Inspection for $131,400. 3. RECOMMENDED ACTION Award a contract in the amount of $131,400 to TSR Construction and Inspection and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. FISCAL IMPACT Funds are budgeted and are available in the following account: 600.8011.56421.18925 Emergency Generator $ 200,000 5. STRATEGIC PLAN GOAL(S) 1 b) Provide for a safe community — Provide and maintain infrastructure necessary to ensure the safety of the public. 2d) Be a fiscally healthy community - Effectively manage and develop City assets. 4b) Provide outstanding public service - Provide facilities and services to meet customer expectations. 6. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the ITEM. ? 1 12/8/15 community. Economic Development Element Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND As part of the on -going effort to provide back -up power to critical water facilities situated at locations where the task of mobilizing a portable generator would be time consuming and not effective during an emergency event, the Water Division proposes to install one 250 KW emergency power generator at the Carver Pump Station. The installation of this onsite generator will enable the pump station to remain in operation during an emergency and continue to transport water to serve the residents in higher elevation areas. On October 13, 2015, the City Council approved advertisement for this bid. The bids were received and opened on November 19, 2015. Eight bidders responded as follows: CONTRACTOR AMOUNT 1 TSR Construction and Inspection $131,400.00 2 American Electric Company $153,700.00 3 First Electric Systems, Inc. $159,400.00 4 CHI Construction $ 168,257.00 5 Global Power Group, Inc. $168,407.02 6 CE Power Systems $189,480.00 7 Minako America Corporation $217,000.00 8 Baker Electric, Inc. $225,000.00 The Engineer's estimate for this project is $170,000 including a 10% contingency. Staff has conducted a license check for the lowest bidder, TSR Construction and Inspection. In addition, all reference agencies and companies contacted for the respective bidder have provided positive feedback and good reviews.
