1. SUBJECT
Approve an Agreement with Royer Landscape Construction Inc. for an amount not to exceed
$35,008.60 to provide demolition and hardscape installation work at Grijalva Park.
2. SUMMARY
This Agreement is to provide demolition of existing decomposed granite (DG) walkways,
construction of concrete paving, and removal, leveling, compaction and re- installation of existing
concrete pavers, and installation of concrete pads for benches and bike racks at the outdoor fitness
circuit at Grijalva Park.
3. RECOMMENDED ACTION
Approve Agreement and authorize the Mayor and City Clerk to execute on behalf of the City.

7. DISCUSSION and BACKGROUND
Background
Grijalva Park at Santiago Creek, is a 32 -acre park which features barbeques and picnic pavilions,
a structured tot -lot, 3 lighted multi - purpose fields, 2 lighted basketball courts, a walking path, as
well as the newly installed Outdoor Fitness Circuit and the very popular Grijalva Park Sports
Center. The Sports Center which opened in 2010 was originally designed with a regionally
characteristic landscape, which included some informal decomposed granite (DG) walkways.
Shortly after opening, it became apparent that the DG was migrating into the Sport Center and
damaging the wood floor of the gym. The City attempted to remedy the situation by applying a
binder to the surface of the DG walkways, however this has proven to be a temporary solution; the
DG is continually cracking and flaking off, creating divots and uneven walkway paths. As such, it
is becoming increasingly difficult to maintain a safe and level walking surface. The City is seeking
to replace the DG walkways with new concrete walkways. Also as part of this scope of work, to
facilitate the increasing number of people using the newly installed Outdoor Fitness Circuit, the
City is seeking to install additional seating benches and bike racks in that area. Finally, due to
settling and compaction at this former landfill site, there are several hundred square feet of concrete
pavers that require repair in the parking lot and walkways of the Sport Center. The City is including
this repair work in the scope of this project.
Discussion
The Community Services Department sent out a public /formal bid request for this work based on
approved plans and specifications. Bids were received on October 15, 2015 from three qualified
contractors. Granger Construction bid $48,682, J &S Construction bid $37,850, and Royer
Landscape bid $31,826. The Community Services Department is recommending Royer Landscape
Construction as they are the lowest qualified responsible bidder to complete the work. Reference
checks found that they did great work, they were used repeatedly, and completed work on time to
the client's satisfaction.

The work will include demolition of existing decomposed granite walkways, construction of
concrete paving for walks and slabs, and removal, compaction and replacement of existing
concrete pavers, as well as installation of four new concrete pads which will provide for two
benches and two bike racks to be installed by City staff.
The amount of the bid received from Royer Landscape Construction is $31,826.00. The Contract
provides for a contingency amount of up to 10% ($3,182.60) for a total contract amount not to
exceed $35,008.60. The contingency amount will only be utilized in the event of unforeseen
circumstances that may arise during construction. The Contractor will complete this work during
the month of January, 2016.
