1. SUBJECT
Approval of funding to cover the cost of inspections administered by the Municipal Water District
of Orange County (MWDOC) for the Turf Removal Rebate program provided by the Metropolitan
Water District of Southern California (MET) in the City of Orange's water service area.
2. SUMMARY
Approve additional funding to cover the cost of providing inspections for incentives and rebates
funded by MET to residential, commercial, and industrial water users.
13. RECOMMENDED ACTION I
Authorization to increase the funding for Turf Removal Rebate program inspection in the amount
of $20,000.
14. FISCAL IMPACT
Funds are available to cover the costs as follows:
600.8011.53441.00000 Water Conservation Items $ 20,191.40

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the
needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
Economic Development Element Goal 6.0: Provide sufficient infrastructure to support
anticipated economic development and growth.
Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses.
7. DISCUSSION and BACKGROUND
The City of Orange has been actively participating in many different water conservation programs
to help bring available rebates and incentives to our residents. The most effective way to achieve
this goal is to partner with MWDOC to apply for funding from MET and other sources. One of
the most effective and popular rebate programs being utilized by consumers in the City of Orange
during this current drought is the Turf Removal Rebate Program.
In July 2015, the City Manager approved the Water Conservation Participation Agreement with
MWDOC, the agency who administered the program. In that agreement, $20,000 was allocated
to cover the inspection cost for the Turf Removal Program. In order to maintain our support of
this program and to ensure that more of our residents can benefit from it, staff recommends adding
an additional $20,000 to cover the inspection costs of future and upcoming applicants.
