1. SUBJECT
Resolution No. 10899 - A Resolution of the City Council of the City of Orange Regarding
the 2015 Christmas Holiday Closure.
2. SUMMARY
Resolution No. 10899 would allow for certain City facilities to be closed during the week
between the Christmas and New Year's holidays.
3. RECOMMENDATION
Approve Resolution No. 10899.
4. FISCAL IMPACT
There is no fiscal impact to the budget.

6. DISCUSSION and BACKGROUND
In accordance with most current labor contracts between the City and its employee organizations,
City employees are entitled to one -half ('/2) day of paid holiday for Christmas Eve, one (1) day of
paid holiday for Christmas Day, and one (1) day of paid holiday for New Year's Day. If
approved by the City Council, this action will allow the City to close most of its services
effective at 12:00 p.m. Thursday, December 24, 2015 through Sunday, January 3, 2016. City
services will re -open on Monday, January 4, 2016.

Orange Public LibrM:
If approved, the Orange Public Library & History Center will also be closing effective 12:00 p.m.
on Thursday, December 24, 2015, and will re -open at 10:00 a.m. on Monday, January 4, 2016.
Both Taft and El Modena branches will close at 7:00 p.m. on Wednesday, December 23, 2015
and re -open at 2:00 p.m. on Monday, January 4, 2016.
Notwithstanding the above, the City will continue to provide public safety and other emergency
call -out services.
The following conditions are included as part of this City Council action:
1. This Resolution shall be applicable only to calendar year 2015;,
2. City employees will be required to utilize their own accrued paid leave hours (i.e.,
vacation, compensatory time, holiday compensatory time, administrative leave, TRP,
and /or floating holiday) to cover the holiday closure on Monday, December 28
Tuesday, December 29, Wednesday December 30, and Thursday, December 31, 2015.

RESOLUTION NO. 10899
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE REGARDING THE 2015
CHRISTMAS HOLIDAY CLOSURE.
WHEREAS, in the calendar year 2015, the holidays of Christmas and New Year's
Day fall on Fridays and are currently provided to City employees as paid holidays; and,
WHEREAS, most benefited, full -time City employees are provided with one -half
day of paid holiday leave on Christmas Eve (December 24, 2015), a full day of pay on
Christmas Day (December 25, 2015), and one day of paid holiday leave on New Year's
Day (January 1, 2016) per their respective Memoranda of Understanding; and
WHEREAS, the City Council wishes to express its sincere appreciation to City
employees for their dedicated service to the City and its citizens throughout the year; and
WHEREAS, the City Council recognizes the value of time spent with families
during the holiday season; and
WHEREAS, the City will experience a slight reduction in its unfunded paid leave
accrued liability by requiring employees to use their own accrued paid leave times to cover
these proposed days off; and
WHEREAS, the City Council wishes to effectively accommodate time -off requests
by City employees during the holidays
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Orange does hereby grant the following:
➢ Notwithstanding public safety and other emergency call -out services, City
facilities will be closed at 12:00 p.m. Thursday, December 24, 2015 through
Sunday, January 3, 2016. The City will return to full service on Monday,
January 4, 2016; and
➢ The Orange Public Library & History Center will be closing effective 12:00
p.m. on Thursday, December 24, 2015 and will re -open at 10:00 a.m. on
Monday, January 4, 2016; and
➢ The Taft and El Modena branch libraries will be closing effective 7:00 p.m.
on Wednesday, December 23, 2015, and will reopen to regular operating
hours effective 2:00 p.m. on Monday, January 4, 2016; and
➢ City employees will be required to utilize their own accrued paid leave
hours (i.e., vacation, compensatory time, holiday compensatory time,
