SUBJECT Purchase of fourteen Public Safety Vehicles for Orange Police Department. 2. SUMMARY Purchase of eleven vehicles for the Orange Police Department from Ford of Orange, Orange, California, through a cooperative purchasing agreement (CPA). Award the building/outfitting of nine Police Vehicles with Code -3 equipment to Hi- Standard Automotive of Orange, California using a CPA. Purchase of three Police Motorcycles for the Orange Police Department from Iry Seaver BMW in Orange, California using a CPA. 3. RECOMMENDED ACTION 1. Authorize the purchase of seven Police Patrol Vehicles, two Detective Vehicles and two Compact Utility Vehicles for the Traffic Division from Ford of Orange, of Orange, CA in the amount of $ 362,878.50. 2. Award contract for building /outfitting of nine of the above Police Patrol and Detective Vehicles to Hi Standard, of Orange, CA in the amount of $ 95,586.21. 3. Authorize the purchase of three 2015 BMW Pursuit Motorcycles for the Police Traffic Division from Iry Seaver Motorcycles of Orange, CA in the amount of $ 79,841.85. 4. Authorize the City Manager to surplus the replaced vehicles. GENERAL PLAN IMPLEMENTATION Public Safety Element Goal 6.0 Provide public safety services of the highest quality. Policy 6.1 Provide the Police Department with adequate personnel, equipment and state -of -the -art technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. Implementation Plan: Program I -15 7. DISCUSSION and BACKGROUND The most recent purchases of Police Patrol Vehicles took place in August 2014 with the purchase of eleven Police Black and White Patrol Vehicles and one Detective Vehicle. The last purchase of Police Pursuit Motorcycles was delayed for two years due to a redesign. Therefore five 2015 redesigned BMW Motorcycles were purchased in March of 2015. Our Police Patrol Vehicles, including the motorcycles experience extreme duty service and therefore are replaced on a vehicle replacement schedule. After review of the current vehicle replacement list, it was determined that the purchase of seven Black and White Patrol Vehicles, two Police Rated Utility Vehicles, two Compact Utility Vehicles and three Pursuit Motorcycles for OPD Traffic Division were needed. Orange Police Department and Fleet Services recommend switching from our current Dodge Charger Patrol Vehicles to the Ford Police Rated Utility Vehicle (Explorer) based on reducing downtime of our current Black and White Patrols. Our current Dodge Charger Patrol Vehicles average four vehicles out of service each day. Most (90 %) of this is related to dealer parts and warranty repairs. We consider this excessive and need to improve this number by purchasing a more reliable Police Patrol Vehicle. Most police agencies have switched to the Ford Police Rated Utilities for this reason. Ford has 55% of the police vehicle market partly due to their increased reliability and availability of parts. The above mentioned vehicles were placed on the approved vehicle replacement list in the FY 2015 -16 as indicated below: Pa • Seven Black and White Police Patrol Utility Vehicles with ballistic front door panels for the Orange Police Department. Replacing vehicles originally purchased ranging from 2006 through 2012. • Two Detective Police Utility Vehicles. Replacing vehicles originally purchased in 1995. • Two Sub - compact Utility Vehicles. Replacing vehicles originally purchased in 1996 and 2002. • Three Police Pursuit Rated Motorcycles. Replacing motorcycles originally purchased in 2002 and 2008. The purchase of the 11 above vehicles will be completed using a CPA with the City of La Verne, P.O. No. 32857. This purchase order was issued to Ford of Orange on June 16, 2015. There are no additional costs or surcharges to be paid by the City of Orange to participate in this agreement. Ford of Orange Purchase of seven Police Patrol Utility Vehicles $250,482.12 Purchase of two Detective Police Utility Vehicles $ 63,593.76 Purchase of two Sub - compact Utility Vehicles $ 48,802.62 Purchase of eleven vehicles from Ford of Orange $362,878.50 The Police Patrol and Detective Utility Vehicles will be outfitted with Code -3 equipment including LED Light Bars, all communication and support equipment. These vehicles will meet the Orange Police Department standards for Police Patrol and Detective Vehicles with Code -3 capabilities. This outfitting will be awarded to Hi Standard Automotive of Orange, California using a CPA with the City of La Verne, P.O. No.32853. This purchase order was issued to Hi- Standard Automotive on June 8, 2015. There are no additional costs or surcharges required to participate in this agreement. Hi Standard Automotive Outfit seven Patrol Vehicles $ 88,444.61 Outfit two Detective Vehicles $ 7,141.60 Award outfitting of nine Police Vehicles $ 95,586.21 to Hi- Standard Automotive Note: The remaining two Sub - compact Utility Vehicles will be outfitted with safety lighting as needed by City of Orange, Public Works Department Fleet Services. Additional funds have been set aside within the budget to meet any standard outfitting needs. The purchase of three Police Rated Motorcycles will be completed using a CPA with the City of Garden Grove, P.O. No. 153588. This purchase order was issued to Iry Seaver Motorcycles on February 12, 2015. These motorcycles are a turn-key purchase including Code -3 lights and sirens, only the police radio installation is needed to prepare the motorcycles use. There are no additional costs or surcharges to be paid by the City of Orange to participate in this agreement. Iry Seaver Motorcycles Purchase of three Police Rated Motorcycles $ 79,841.85 3 Ford of Orange, Hi- Standard Automotive and Iry Seaver Motorcycles qualify for the Local Bidder Preference. Section 3.08.250 of the Orange Municipal Code provides that local bidders shall be granted a sales tax preference of one percent of the amount of that portion of the bid amount which is subject to sales tax (Ord. 12 -99). The total cost to purchase fourteen vehicles /motorcycles combined with the Code -3 vehicle outfitting of nine of these vehicles is: Total Expenditure $ 538,306.56 The Police Department vehicles to be replaced are vehicle numbers 1096, 1097, 1135, 1360, 1379, 1479, 1480, 1488, 1523, 1524, 1567, and 1570. Two additional 2012 Police Patrol Vehicles are scheduled to be replaced with this purchase, the vehicle numbers will be determined once the new Police Patrol Black and White Vehicles arrive. 8.
