1. SUBJECT
Award of Consultant Services Agreement to Joseph C. Truxaw and Associates for Engineering
Design Services for the Tustin/Meats Intersection Right Turn Lane Project (SP- 3892).
2. SUMMARY
This contract authorizes Joseph C. Truxaw and Associates to perform design engineering services
for preparing a bid schedule, plans, contract specifications, right of way documents, and
environmental documents for the Tustin/Meats Intersection Right Turn Lane Addition Project.
3. RECOMMENDED ACTION
Award the contract in the amount of $97,105.00 to Joseph C. Truxaw and Associates and authorize
the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted and available in the following account:
550.5011.56330.30025 (M2) $ 97,500
284.5011.56330.30025 (TSIP Area "B ") $ 32,500
Total $ 130,000

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0: Ensure adequate maintenance of public rights -of -way to enhance
public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -of-
way.
7. DISCUSSION and BACKGROUND
The intersection on Tustin Street and Meats Avenue was recently widened on three of the corners
to accommodate high traffic volume. The southeast corner was not improved due to budget
constraints. Public Works Staff has recently received grant funding from OCTA for the project
engineering phase through the Intersection Capacity Enhancement (ICE) grant program. At this
time, staff would like to proceed with the engineering phase for the remaining corner. Staff is
proposing to widen Tustin Street to accommodate a single right turn pocket from northbound
Tustin Street to eastbound Meats Avenue. A bus bay will also be added on the south side of Meats
Avenue.
The Consultant will complete all environmental investigations, technical studies, preparation of
the Initial Study, and environmental documents in compliance with CEQA. The Consultant is
expected to complete a mitigated negative declaration, but the final determination of the
appropriate environmental document will be made by the City and dependent on the results of the
technical analysis and Initial Study.
City staff requested proposals from four (4) qualified engineering or financial firms for the
preparation of the Sanitation Rate Study. Three (3) proposals were received, evaluated, and ranked
as follows:
1) Kabbara Engineering
2) Harris and Associates
3) Joseph C. Truxaw and Associates
Staff initiated fee negotiations with the top ranked firm, Kabbara Engineering, for the consultant
services because their fee exceeded our budget. However, the City and Kabbara Engineering could
not reach an agreement, so staff contacted the next ranked firm, Harris and Associates. Harris and
Associates fee substantially exceeded our budget. Joseph C. Truxaw and Associates showed
thorough understanding of the project scope, challenges, requirements, and proposed a reasonable
fee. This firm has successfully completed many similar projects for the City of Orange with high
quality and professional standards. Staff recommends awarding a contract to Joseph C. Truxaw
and Associates. The cost proposal based on the RFP requirements is $97,105.00
