1. SUBJECT
A first amendment to an existing consultant services agreement with CSG Consultants, Inc., a
private consultant firm, to provide plan review and field inspection services for the Building
Division of the Community Development Department.
2. SUMMARY
One of the goals of the Community Development Department is to provide timely and exemplary
service to the community and those involved in the construction trade. The Building Division has
a vacant Combination Building Inspector position and is experiencing a record number of
inspection requests. This contract amendment will continue to augment our existing staff with the
use of a professional consultant for the next several months.
3. RECOMMENDATION
Approve and authorize the Mayor and City Clerk to execute an amendment to an existing
professional service contract with CSG Consultants, Inc., not to exceed an additional $100,000.00,
for a total contract amount of $130,000.00.
4. FISCAL IMPACT
Funds in the amount of $100,000.00 are available in the following account of the Building
Division's budget: 100.6033.51780.00000 — Other Contractual Services. These funds are from
salary savings based on current vacancies as well as developer paid fees for plan check services.

6. GENERAL PLAN IMPLEMENTATION

Goal 3.0: Encourage economic development efforts through outreach and maintenance of a
proactive business environment.
7. DISCUSSION and BACKGROUND
There continues to be a need to utilize the services of CSG Consultants, Inc. to assist staff with the
plan review and inspection of structures for compliance with local ordinances and State laws
pertaining to the building code. A recent recruitment effort did not yield enough satisfactory
candidates for all the vacant positions, so there is currently one Combination Building Inspector
position that is vacant. In addition to the staff vacancy, the City is experiencing a high volume of
development activity that has increased the number of inspection requests to record levels. This
amendment to the agreement with CSG Consultants, Inc. will assist staff during this busy period
while the Building Division is not fully staffed. It is important to note that this contract is necessary
for the Building Division to maintain the one -day inspection request standard.
The funds for this first amendment are from salary savings within the Community Development
Department and developer paid fees for plan check services. Staff recommends approval of the
First Amendment to Consultant Services Agreement with CSG Consultants, Inc.
