SUBJECT Award of Consultant Services Agreement for design and construction services required for the construction of a new tower antenna at the Water Plant Headquarters site. 2. SUMMARY The City requested proposals from qualified consultants for design and construction services for the construction of a new tower antenna at the Water Division Headquarters site. One qualified response was received from Applied Technology Group, Inc. Applied Technology Group, Inc. will be working with the Water Division's Engineering Section and Community Development's Planning Division on the design and construction of the new tower antenna. The Water Division is recommending award the consultant services agreement to Applied Technology Group, Inc., of Bakersfield, CA in the amount of $38,100.00. 3. RECOMMENDED ACTION Approve a Consultant Service Agreement with Applied Technology Group, Inc., in the amount of $38,100.00 for design and construction services required to construct a new tower antenna at the Water Division Headquarters site and authorize the Mayor and City Clerk to execute the contract on behalf of the City. 4. FISCAL IMPACT Funds are budgeted and are available in the following account: 600.8011.51620.00000 Engineering Services $ 190,000.00 5. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the community. Economic Development Element Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. E DISCUSSION and BACKGROUND The Water Division has contracted with a video management and surveillance camera consultant (Leverage Information Systems, Inc.) to upgrade the Water Division camera surveillance system. This camera system allows for monitoring of the Water Plant Headquarters as well as critical water facilities scattered throughout the City. As part of the camera upgrade, it was determined that a first order requirement for the new system is the construction of a new higher antenna tower capable of holding the required receiver equipment for both the new camera surveillance system along with existing SCADA components that allow for remote water facility operations. This antenna will be located at the Water Plant Headquarters and will replace the existing antenna. The existing antenna will be relocated to a yet to be determined location to act as a future backup antenna for the SCADA control system. To facilitate the design and construction of the required antenna tower, a request for proposal (RFP) was developed and sent to three qualified antenna consultants. The RFP requested consultant proposals for the design and construction services required to successfully construct and integrate the required antenna. Only one consultant, Applied Technology Group, Inc., of Bakersfield, CA responded. Two other consultants declined to submit a proposal as it was out of their work plan or they just declined to respond. Upon staff review, Applied Technology Group, Inc. was found to be qualified and staff is recommending award of the contract to Applied Technology Group, Inc. Applied Technology Group, Inc. will be working with the Water Division's Engineering Section and Community Development's Planning Division on the design and construction of the new tower antenna. The total estimated cost for the consultant's work, which will include design, construction oversight services, and integration, is $38,100.00. 8.
